Basic Function

Under the general supervision of the Risk Manager, the Risk Technician provides a full range of clerical and administrative support functions of a complex and confidential nature for the Fairbanks North Star Borough and School District Risk Management Division and the Borough Human Resources Department.

Typical Duties

Perform general office duties including reception. Receive, screen, and direct telephone calls and visitor inquiries. Schedule meetings and update calendars. Answer routine inquiries recognizing and maintaining confidentiality of personnel, medical, and claims information.
Generate letters, memorandums, reports, and other documents. Develop and maintain office filing systems and prepare files for archiving/destruction.
Maintain computerized expenditure tracking system. Monitor and balance expenditures to department operating budget. Provide regular budget status reports and advise management of any issues. Assist with department budget development.
Initiate and prepare financial transaction documents including budget transfers, purchase orders, P-Card purchases, check requests, travel authorizations, travel arrangements, expense reports, petty cash, and weekly department payments.
Maintain office and other supplies.
Initiates procurement process, including developing requests for quotes, bids, or proposals. Monitor, track, and process new contracts, renewals, changes, and updates.
Maintain and/or develop data tracking and reporting systems. Screen and edit source documents, perform data entry, transmit data electronically, prepare various reports, lists, and extracts. Process and input reports of injuries, student injuries, and other data entry requirements.
Track employee auto insurance coverage and manage driving record review process.
Advise and assist Borough and School District employees, family members, health providers, and contracted vendors with several benefit programs. Research issues and solve problems related to assigned benefit programs. Communicate routine program provisions clearly, both verbally and in writing; may create media content and educational articles for newsletter.
Administer medical surveillance programs such as: blood borne pathogens, respirator physicals, substance abuse testing, etc.
Responsible for acquisition of goods and services necessary for the Department’s operations, including subscriptions, training, travel, memberships, phones, computers, office furniture and equipment.
Provide direct clerical and administrative support to the Risk Manager, Claims Adjuster, and Director of Human Resources. Duties may include cross training and back up in other areas of the Human Resources Department such as: claims, contract and general administration, and training. Serve as back up to the Benefits Administrator.
Assists Benefits Administrator with benefits education.
Responsible for PCARD administration.
Coordinate data entry, monitor eligibility, and generating payments to vendors.
Assist Benefits Administrator by printing and binding for health plan amendments resulting from labor negotiations, committee action and regulatory changes.
Assist Benefits Administrator with activities related to ACA required report.
Coordinate and conduct Health and Wellness Fair Committee.

Minimum Qualifications

High school diploma or equivalent and four (4) years of progressively responsible general office experience, of which at least one (1) year must include financial tracking responsibility. Up to two years of formal education in office technology may substitute for the experience requirement on a year for year basis.
Demonstrated ability to operate a personal computer (Microsoft Word and Microsoft Excel required, database experience preferred); ability to maintain computerized databases. Demonstrated data entry skills with ability to type with speed and accuracy.
PREFERRED: Ability to have and maintain a valid driver’s license and to meet insurance standards and maintain insurability under the Borough’s insurance program. If personal automobile is used for Borough business, proof of insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUESTED AT TIME OF HIRE.)

Knowledge, Skills, And Abilities

Prefer familiarity with the following: general principals of insurance, general principals of employee benefits, HIPAA compliance, COBRA, claims processing, Alaska Workers’ Compensation Act, and blood borne regulations and standards.
Ability to use independent judgment and perform work in an organized and professional manner.
Ability to maintain confidentiality.
Ability to perform multiple tasks and projects simultaneously while delivering excellent service to internal and external customers in a full-service Human Resources Department.
This position requires excellent interpersonal skills, a strong attention to detail, and a commitment to accuracy. The role involves fostering positive relationships with various stakeholders and showcasing empathy and effective communication.
Ability to deal effectively and harmoniously with the public and maintain effective working relationships with other employees under sometimes stressful situations.

Work Environment

General office where conditions are pleasant; good conditions, clean area; work where accidents/hazards are negligible; requires short periods of light lifting, pushing, or pulling (1-25 lbs.).
