OVERVIEW
The National Association of Chronic Disease Directors (NACDD) is seeking an independent consultant to serve on the Supports to Advance Emotional Well-Being in Schools (School Health) project team as a Public Health Consultant within the Center for Advancing Healthy Communities. NACDD is a member-based not-for-profit Association that improves the health of the public by strengthening state-based leadership and expertise for chronic disease prevention and control in states and at the national level. NACDD's role continues to be that of standing in the gap, linking resources with its member-experts, and together creating a safer, healthier, and more equitable America.
Project Description
The National Association of Chronic Disease Directors (NACDD), in partnership with Child Trends, Mental Health America, and other subject matter experts, is partnering with State Education Agencies (SEA) and Local Education Agencies (LEA) (i.e., school districts) to advance health equity in schools through supports for developing, implementing, and evaluating evidence-based policies, practices, and programs focused on the emotional well-being of students and staff. Each year, NACDD will engage a Learning Collaborative Cohort of up to two to four SEAs, their respective State Health Department (SHD) partners, and five to eight LEAs collectively across all SEAs’ states. Participating LEAs will receive mini grants to support their participation in the cohort.
This project focuses on addressing social determinants of health and interrelated barriers to learning and teaching, implementing strategies and activities to promote health equity and generate culturally responsive systems in settings of greatest need. Selected LEAs represent communities that are underserved, economically marginalized, and disproportionately affected by chronic diseases and chronic disease risk factors, with a specific focus on reaching children, adolescents, and adults experiencing overweight/obesity and limited access to healthy foods and beverages, safe physical activity opportunities, consistent and appropriate resources to manage chronic health conditions, and mental health services.
Essential Duties And Responsibilities (scope Of Work)
The essential functions include, but are not limited to the following:
Specific Activities Include
Support the School Health project for approximately 40 hours a month between June 1, 2023 – May 31, 2024 .
- Serve as an NACDD subject matter expert and thought partner in school health, demonstrating expertise in topics such as the Whole School, Whole Community, Whole Child (WSCC) Model; employee wellness; emotional well-being; social-emotional learning; and school mental health
- Participate in internal project-related meetings and those with partners including, but not limited to, Child Trends and Mental Health America
- Support the recruitment of SEAs and LEAs into the second Learning Collaborative Cohort (Cohort 2); activities may include, but are not limited to, promoting the SEA application and presenting on orientation calls
- Support provision of technical assistance to Learning Collaborative Cohorts (e.g., monthly LEA TA calls, bi-monthly SEA calls, quarterly SEA/LEA calls); activities may include, but are not limited to, planning, facilitation, and follow-up
- Support provision of professional development to Learning Collaborative Cohorts; activities may include, but are not limited to, planning, engaging partners, creating pre-recorded modules out of existing content, supporting creation of new learning opportunities, creating accompanying resources, promoting professional development opportunities, etc.
- Support communications activities to include maintaining and updating the school health web portal and learning collaborative pages (at least monthly), drafting and sending NACDD’s monthly newsletter via Mailchimp, and developing and sharing resources (e.g., writing success stories), as needed, to support dissemination of leading practices
- Contribute to project evaluation efforts; activities may include, but are not limited to, developing and/or providing feedback on draft surveys and interview protocols, building tools in Smartsheet/Qualtrics, supporting related reporting (e.g., monthly reporting to CDC via REDCap, APRs, other evaluation reports, and Center for Advancing Healthy Communities performance measures)
- Contribute to completion of yearly continuation applications
- Participate in Center for Advancing Healthy Communities, NACDD, CDC, and other program-related meetings and events
- Collaborate with and maintain effective, positive working relationships with other NACDD team members and program partners
- Maintain current industry or subject matter expertise
- Other duties, as assigned or necessary, to achieve project-related goals and objectives
Requirements
MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)
- Master’s degree in Public Health, Public Health Administration, or related field with minimum of 5-7 years of relevant experience in planning, implementing/leading, and evaluating chronic disease prevention and/or management or health promotion programs
- Prior Association or other not-for-profit experience preferred, specifically member-based organizations serving state public health practitioners
- Prior work experience in a state, county, or local health department preferred
- Experience and expertise developing, implementing/leading, and evaluating school health and wellness programs at the federal, state, and/or local level
- Understand the importance of keeping current industry or subject matter expertise
- Experience implementing programs/projects utilizing policy, systems, and environmental change approaches
- Experience in systems-level thinking including strategic thinking and planning, partnership development, and promoting sustainability
- Strong project management, prioritization, and planning skills, with demonstrated success producing high-quality deliverables according to established timelines and budget
- Experience with developing tools and resources, leading meetings and conference calls, and giving presentations
- Skilled in facilitating peer-to-peer, professional development, and other training and technical assistance learning opportunities through a variety of strategies; knowledge of adult learning principles and techniques
- Superior oral and written communication and organizational skills with strong attention to detail
- Ability to effectively present information to a variety of audiences and respond to questions from senior management, staff, other NACDD consultants and team members, and the Board
- Strong interpersonal skills and excels in building relationships with diverse stakeholders and can work with a team
- Ability to effectively connect and communicate with other staff and consultants working on other programs/projects; ability to identify opportunities for synergy and/or collaboration
- Self-motivated; able to work independently and to receive and incorporate feedback from others into plans
- Excellent multitasking and problem-solving skills with ability to analyze situations, identify existing or potential problems, and recommend solutions
- Ability to establish and maintain professional credibility and diplomacy
- Resilient, flexible, and innovative
- High proficiency with Microsoft Office programs (e.g., Word, Excel, PowerPoint); ability to master other technologies and software applications
- High proficiency in utilizing virtual meeting platforms such as Zoom.
- Proficiency in utilizing project management platforms such as Smartsheet.
- Available to travel, as needed

This position is an independent contractor position. To qualify to be a NACDD contractor, the applicant
must have the following by the start of the contract:
- Establishment of a Limited Liability Corporation (LLC)
