Introduction
Alcohol, Tobacco, and Cannabis Commission (ATCC) is tasked with supporting the Maryland Cannabis Administration (MCA) in the regulation of the medical and retail cannabis industries, as well as, in Maryland. The mission of the ATCC is to advance public safety, support economic growth, and reduce public harm by promoting the responsible sale and consumption of alcohol, tobacco, and cannabis products through consistent administration and enforcement of laws and regulations, as well as the strategic integration of process management, functional expertise, and the study of operations and administration of similar laws in other states and countries.
The mission of the Field Enforcement Division of the ATCC is to protect consumers from illicit alcohol, tobacco, and cannabis products entering the marketplace as well as ensuring state revenues are protected. The Field Enforcement Division provides guidance to the alcoholic beverage and tobacco industries through a program of inspection, education, and enforcement to ensure compliance with state laws and regulations. The Field Enforcement Division strives to maximize a culture of compliance with the alcohol, tobacco and cannabis laws and regulations of the state by being adaptable to statutory changes and product evolution, employing modern technology, and advancing state-wide consistency in enforcement.

Main Purpose of Job
T h e Alcohol, Tobacco, and Cannabis Commission (ATCC) seeks a Communications Officer who will work under the supervision of the Director of the Legal and Legislative Division (Director) to develop and implement a comprehensive communications strategy for the agency. This position works closely with the Director to plan, coordinate, manage, and implement the internal and external communications strategy of the ATCC. The incumbent will assess the agency’s current needs and grow our communications capabilities as the ATCC prepares to scale to impact as it relates to its increased regulatory, oversight, and enforcement responsibilities. This position works closely with the Director and Executive Administration of the ATCC to plan informative, succinct, and consistent messaging across State of Maryland’s authorized communications channels and digital platforms; edit agency copy; create and design agency materials to be posted on digital platforms and printed for publication to various stakeholders; plan and implement various agency campaigns; and performs other duties, as assigned.
The candidate for this position is expected to possess a variety of knowledge, skills, and abilities, to include: excellent technical communications skills, excellent organizational skills and attention to detail, the ability to understand and synthesize and distill large amounts of information, and generate key messages, knowledge of or experience with social media and website content generation and management (experience with SharePoint is desired), experience leading/managing projects and ability to handle multiple projects simultaneously, ability to work well under pressure with shifting deadlines, ability to collaborate with a diverse group of team members and stakeholders, ability to think and work independently and as a team, experience with normal functions of the Microsoft Office suite of products.
POSITION DUTIES
- Communications and Website Management
- Oversee the day-to-day maintenance and administration of the ATCC’s website including implementing strategies to increase web traffic, troubleshooting website issues, and communicating with DOIT and/or website hosting contacts to ensure full functionality and easy navigation
- Direct and manage strategy, user experience design (UX), and content creation and development for the website and digital media platforms
- Publications/Agency Materials: Creation, Oversight, and Management
- Manage, design, edit, and publish ATCC’s print and electronic communications including annual, legislative, and other reports, alcohol/tobacco/cannabis compliance bulletins and advisories, e-gov email campaigns, newsletter, press releases, draft copies of weekly internal Executive Director communications, and other publications and materials
- C ommunications Planning and Implementation
- Create metrics and regularly maintain progress tracking documents that support communications goals and plans, and periodically reassess and adjust as needed
- Design communications materials including graphics, promotional assets, presentations and other items on behalf of and for use by the ATCC
- Photography/Videography Services
- Provides in-house photography/videography of activities of staff of the ATCC for promotion on website. Collect and maintain photo releases
Minimum Qualifications
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.

- Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
- Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
- Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Desired Or Preferred Qualifications
It is preferred that the candidate have the following skills and experience:
- One (1) year experience designing, planning and managing the implementation of a communications campaign to effectively promote a service or product within the private or public sector
- An associate’s, bachelor's, or master’s degree in Communications, Marketing, or other related field
- Work experience in marketing or communications
- Proficient in graphic design, photography and/or videography
- Proficient with improving website traffic through effective user experience design (UX) implementation
- Provide a professional portfolio showcasing a range of experience that can be submitted with the application for additional consideration
- Experience with content creation and development experience related to website and digital media platforms
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
