Job Summary And Qualifications

Manages financial and administrative portions of the Perinatal Grant. Responsible for organization and implementation of Perinatal outreach education for Memorial Health University Medical Center’s 24 county portion of the state perinatal regionalization plan. Coordinates a statewide program with the other five (5) regional centers, Public Health Districts and Department of Human Resources. Complies with the Memorial Health Compliance Program, related policies and procedures and the Code of Business Practices; reports instances of perceived and actual non-compliance to Team Leader or through other reporting mechanisms.

Outreach Education

Plans and implements all perinatal (obstetric) outreach education involving the maternal/infant dyad. Education is provided to physicians, nurses and ancillary personnel in a 24 county region. The assigned region includes 15 hospitals (One Level III, Four Level II, and Ten Level I facilities), a free-standing birthing center, three district health departments, and a number of hospitals without perinatal facilities. Maintains a lending library of texts and multi-media educational products for on-going educational support.

Assessment and Consultation

Provides assessment and consultative assistance to perinatal care facilities to maintain their perinatal areas in accordance with state licensure regulations and national perinatal guidelines/standards of care. Annual assessment visits, data collection and comparison, chart reviews (maternal), review of transports (maternal), policies/procedures, physical facilities, and perinatal care practices. Summation mortality and morbidity conferences at each outreach facility with staff, physicians, and administrators to discuss findings and suggest improvements. Written recommendations are sent to each hospital. Providing the referral facility with consultations, references, educational programs, and information as requested or needed.

Administrative

Coordination and implementation of the grants and all grant related activities. Prepares annual grant proposal and budgets for the state, federal funds and hospital. Completes annual and semi-annual reports for the date. Evaluates and supervises grant funded staff, including the data analyst, perinatal educator and secretary.. Develops data collection processes, collects and analyses collected data. Incorporates data analysis into new programs. Supervises on-going maintenance of data collection systems. Oversees administration of grants and hospital budgets. Directs development of grant funded programs, including the maternal transport program and the Mother’s House.

Leadership/Communication

Develops and maintains open lines of communication with all personnel involved in or connected to the Perinatal Outreach Program. Provides counsel and leadership to grant staff including the perinatal data analyst, maternal transport coordinator, patient tech, and secretary. Serves as expert role model/leader for all persons who have contact with the program. Performs in ambassador/representative of MHUMC in outreach community. Liaison between MHUMC and outreach community. Prepares and publishes the regional perinatal newsletter. Supervises the functioning of the Mother’s House and maternal transport program.

Clinical Practice

Utilizes nursing standards of care and research findings to improve patient outcomes by directing and assisting with coordination of annual programs for in-house and outreach personnel. Assists with outreach and in-house Neonatal Resuscitation Program offerings for all perinatal personnel. Assists with the S.T.A.B.L.E. program and skill competency practicums for perinatal care providers. Works in tertiary clinical setting as appropriate to maintain clinical expertise. Works in the role of Maternal Transport Coordinator and Director of the Mother’s House as necessary.

Special Projects

Coordinates educational opportunities for and interacts with the community to increase the awareness level of the general population concerning perinatal care issues. Organizes and implements annual Perinatal Update Seminar with nationally known speakers for approximately 650 participants from across the country. Coordinates/participates in special projects to promote community, state, and national involvement and awareness of perinatal issues such as DHR Program, Maternal Health Committee of the Regional Perinatal Planning Group, annual Walk to Remember (perinatal bereavement service), and the Neonatal Valentine’s Day Reunion. Organizes and teaches POEP course with Neonatal Outreach Coordinator, and Basic and Advanced Fetal Monitoring courses. Organizes annual Breastfeeding seminar with the lactation consultant.

Research/Performance Improvement

Participates in research activities and performance improvement projects. Utilizes research findings and performance improvement data to improve/expand educational programs to meet the changing needs of the outreach community. Disseminates information and research findings to in-house and outreach personnel by incorporating into programs and lending library system. Participates in professional organizations, attends formal educational offerings and maintains knowledge of current literature and technological advances in area of specialty. Supervises maternal transport coordinator in the distribution of articles for the regional journal club.

  • Perinatal care to include Neonatal Intensive Care/Newborn Care, Maternal-Fetal, OB, Mother-Baby Care
  • Basic Life Support Provider, Neonatal Resuscitation Program Instructor, Fetal Monitoring interpretation
