Job Purpose And Organizational Context

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels offers a spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in its Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in UNDP’s Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS staff provides technical advice to Country Offices; advocates for UNDP corporate messages; represents UNDP at multi-stakeholder fora, including public-private, government and civil society dialogues; and engages in UN inter-agency coordination in specific thematic areas.

BPPS’ Hubs On Nature, Climate, Energy And Waste Works With Governments, Civil Society, And Private Sector Partners To Integrate Natural Capital, Environment And Climate Concerns Into National And Sector Planning And Inclusive Growth Policies; Support Country Obligations Under Multilateral Environmental Agreements; And Implement The UN’s Largest Portfolio Of In-country Programming On Environment, Climate Change, And Energy. This Multi-billion-dollar Portfolio Encompasses

Biodiversity and Ecosystem Services including forests;

Sustainable Land Management and Desertification including food and commodity systems;

Water and Ocean Governance including SIDS;

Climate Change Mitigation and Adaptation;

Sustainable Energy;

Extractive Industries;

Chemicals and Waste Management;

This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning.

The Global Fund for Coral Reefs (GFCR) is a unique blended finance vehicle dedicated to coral reefs globally. Hosting both a Grant Fund and an Investment Fund, the GFCR is designed to scale financial solutions and blue economic transition that bolsters the resilience of coral reefs and the communities that depend on them. In more than 20 coral nations, GFCR focuses on incubating and scaling financial interventions and enterprises that address local drivers of coral reef degradation, unlock conservation funding flows, and increase communities’ adaptive capacities. Supported solutions include waste treatment and recycling facilities, coral reef insurance, sustainable aquaculture and agriculture, ecotourism enterprises, blue carbon credits, and sustainably financed Marine Protected Areas (MPAs).

The GFCR Coalition is a public-private partnership driven by Member States, UN Agencies, financial institutions, philanthropies, impact investors and organisations. The GFCR Coalition includes more than 20 coral nations, the Paul G. Allen Family Foundation; Prince Albert II Monaco Foundation; Minderoo Foundation; the Governments of Germany, France, Canada, the United States and the United Kingdom; the Green Climate Fund; Pegasus Capital Advisors; Builders Vision; Bloomberg Philanthropies; the International Coral Reef Initiative (ICRI), the United Nations Development Programme (UNDP); United Nations Capital Development Fund (UNCDF); the United Nations Environment Programme (UNEP); the International Union for Conservation of Nature (IUCN); the Ocean Risk and Resilience Action Alliance (ORRAA) and the Coral Research & Development Accelerator Platform (CORDAP).

Through the Fund, capital will be leveraged to help developing countries mobilise the resources they need to meet their coral reef commitments under the Convention on Biological Diversity Post-2020 Global Biodiversity Framework. The Fund will support business models that can sustainably finance key conservation and development goals for coral reefs via two initiative windows. Technical assistance, capacity development, monitoring, and evaluation are provided via the grant window using grants and concessional finance, while the investment window generates de-risked investment capital to maximise the impact of projects supported by the grant window.

Based on a “resilient reefs” approach which targets coral reefs with the greatest chance of survival and reduces local drivers of reef degradation, the Fund will finance interventions in priority locations framed by a signature Theory of Change premised on four inter-connected Outcomes: to Protect and Restore coral reefs and to Transform and Recover coral-dependent communities.

UNDP is a founding partner of the GFCR. Drawing on relevant knowledge and resources from within UNDP – and working with a range of third-party delivery partners – the UNDP team will deliver a comprehensive set of activities and outcomes in support of the continued implementation of GFCR’s strategy and mission, including production and adaptive management of the GFCR investment strategy and plan, strategic finance and knowledge partnerships, knowledge management, and development and monitoring of GFCR policies, reporting, standards, and guidance.

Among the overarching results and outcomes achieved under the current GFCR UNDP global project, there has been the development of the GFCR’s flagship Knowledge Management and Solutions System, known as the REEF+ Community of Practice . The further development and expansion of REEF+ is a primary element of the UNDP and CFA project and work plan for GFCR during 2024-2025. REEF+ is a central mechanism for the implementation of the GFCR mission and mandate. It can be viewed both as a platform and a programme. The target audience for REEF+ includes conservation practitioners, businesses, and impact investors.

Duties And Responsibilities

The incumbent will work across the components of REEF+, GFCR’s flagship knowledge management and learning platform and community of practice, to ensure coherence and coordination of the package and support the accelerated development of REEF+. Specifically, the Knowledge Management and Learning Analyst will be responsible for carrying out the following tasks:

  • Platform Management: Collaborate with the technology provider for development of and improvements to the platform as well as troubleshooting.
  • Roll out the strategy for the GFCR website & REEF+ digital platform revamp, including integration of the GFCR website and REEF+, sitemap redesign of both platforms, and addition of new features;
  • Deliver quarterly reports on website and REEF+ performance statistics and use by partners and stakeholders;
  • Content Development: Build a library of conservation and finance solutions, knowledge posts, learning resources and drive community contributions to REEF+ through a range of entry points in collaboration with the UN Global Team;
  • Drive, create and update “Solutions” in REEF+ Discover, to accelerate the creation of a universal Data Hub of knowledge and solutions for coral finance and coral protection, using the GFCR Data Room, in collaboration with GFCR UN Global Team (UNGT), Convening Agents and Implementing Partners;
  • Facilitate and quality assure new content on REEF+ Discover (Solutions & News) from GFCR Convening Agents and Implementing Partners, based on experiences and lessons emerging from programmes;
  • Curate and amplify relevant coral reef funding opportunities, under REEF+ Invest, in collaboration with strategic partners;
  • Support UN Global Team with curation of GFCR case studies, publishing of case studies online, and transformation of case studies into programme profiles on REEF+;
  • Prepare and disseminate the REEF+ bulletin as part of the GFCR newsletter;
  • Prepare and disseminate ad-hoc specialised bulletins on target topics;
  • In collaboration with UNEP and Wildlife Conservation Society (WCS) colleagues, integrate REEF+ Impact data, results and products into REEF+ Discover, Learn, and Collaborate components, including through data visualisations and a database of bespoke indicators;
  • In collaboration with REEF+ Learning Specialist, develop strategy to socialise participation in REEF+ Learn training;
  • Research and draft sector-specific best practice guidance documents (covering a remaining sector that has established GFCR principles, which may include: Aquaculture, Solid Waste Management, Wastewater Management, Financial Institutions, Marine Protected and Conserved Areas Finance, and Bankable Coral Restoration.), aiming to convert to training guides on REEF+ Learn;
  • Research and curate existing external learning resources, including online courses from universities, NGOs, and other learning institutions in the sectors of coral reef finance, such as sustainable fisheries, ecotourism, marine protected and conserved area finance, blended finance, and impact investing; and
  • Coordinate translation of REEF+ into French and Spanish.
  • Community of Practice Engagement: Build up and engage the GFCR global community of practice, conducting outreach to partners and maintenance.
  • Work with partners to ensure that Convening Agents, Implementing Partners, Donors, and Strategic Partners have created profiles online;
  • Identify key participants and consolidate an “expert network” integrated into REEF+ Discover;
  • Develop and disseminate a questionnaire to understand the needs of accredited investors, then according to need, provide access to a REEF+ Invest micro-community that will focus on potential investments and blended finance opportunities; and
  • Reach out to GFCR and REEF+ members and other UNDP partners to solicit topics for knowledge sharing including documents, publications, relevant webinars, conferences, funding opportunities, and more.
  • Project and Event Management: Support the GFCR Global Team with prioritised Knowledge Sharing/Demonstration events, including the delivery of in-person REEF+ conferences and a calendar of planned events and engagements designed to build the global Community of Practice (in addition to other UNDP engagements and commitments).
  • Schedule, organise, promote, and provide logistical and technical support for delivery of REEF+ Practitioners' Discussions and other webinars;
  • Coordinate the logistics and organisation of in-person REEF+ Community of Practice events, including regional convenings and annual conferences;
  • Facilitate the engagement of UNDP in key events, including COPs and other major coral reef-related fora;
  • Facilitate the engagement of the GFCR network through events adjacent to or part of various global or regional conferences, presentations where GFCR is invited to present as part of panels, and the diverse online and in person events that make up the Community of Practice (event concept notes and logistics, briefing notes, programme briefs, newsletters, visualisations, decks, etc);
  • Organise prioritised events such as the Reef Action Hub and future ocean conferences, including managing the open call for side event proposals, drafting and disseminating communications, and coordinating logistics;
  • Support with other ad hoc knowledge management and learning tasks;
  • Provide ad hoc operational support for the GFCR global project.


The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

  • The Knowledge Management and Learning Analyst will report to the UNDP Nature Pledge Senior Coordinator.
  • The Knowledge Management and Learning Analyst will be given access to relevant information necessary for the execution of the tasks under this assignment.
  • The Knowledge Management and Learning Analyst will be responsible for providing her/his own workstation (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection.
  • Given the global consultations to be undertaken during this assignment, the Knowledge Management and Learning Analyst is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones.
  • The Knowledge Management and Learning Analyst will engage regularly with the supervisor by email and other communication tools on a weekly and/or as needed daily basis.
  • The Knowledge Management and Learning Analyst shall provide the Supervisor with a monthly progress report on the status of the implementation of tasks.

Education

Required Skills and Experience

  • Advanced university degree (masters’ degree or equivalent) in development studies, development management, or other related social science field is required, or
  • A first-level university degree (bachelor’s degree) in the said fields with two additional years of qualifying work experience will be given consideration in lieu of advanced university degree.


Experience

  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of professional work experience in community management and the development of communications and knowledge products for UN, government, and/or bilateral/multilateral organisations.


Required Skills

  • Experience with designing and managing knowledge management platforms and community facilitation for environment-related programmes as a driver for transformational change is required;
  • Experience in the usage of computers and office software packages (MS office), experience in handling of web based management systems, and strong familiarity with in content management systems, specifically WordPress;


Desired Skills

  • Experience in fostering strong substantive engagement within and across Communities of Practice, supporting content curation, using collaboration tools, quality assurance, and providing substantive advice and feedback loops on biodiversity finance content is an asset;
  • Experience collaborating with a wide range of stakeholders both within and outside the UN system, specifically in the environmental finance sector would be an asset.
  • Experience with designing and implementing mobilisation and networking initiatives;
  • Experience in researching and drafting material related to environmental management, environmental finance, marine ecosystems or related field;
  • Experience with managing and facilitating webinars and live streaming events, including video editing;
  • Experience working on blended finance mechanisms for coral reef conservation;
  • Working experience in an international organisation is an advantage as is knowledge of UN/ UNDP and GFCR policies, procedures and practices.


Required Language(s) (at working level)

  • Fluency in English is a requirement.
  • Working knowledge of another UN language is an advantage.
