Job Summary
The position works under the guidance of the Health Program (HP) Executive Director, and in close coordination with Program Directors and staff around the world, including Regional and Country Program staff, while liaising with WCS’s Global Budget, Program Development, Global Resources, Legal, HR, IT, Accounting, Payroll, and Purchasing departments, as well as partner organizations. Tasks include:
Budget & Financial Management:

Job Summary

Tasks include:
- Work with program staff to manage and maintain annual budgets, monitor the program’s flexible funds and restricted grants, and to track budget to actuals making timely budget adjustments.
- Lead in the preparation and review of proposal budgets, grant and subgrant agreements, and manage their reporting and compliance requirements.
- Supervise administrative support staff to maintain efficient administrative systems and procedures.
- Ensure compliance with WCS requirements and processes.
Budget & Financial Management:
- Manage, prepare, and update a ll HP budgets, including the annual budget package, and coordinate with program staff and Country Finance Manage s as ap pr op riate.
- Develop , review, and approve budgets for government/multi-lateral agencies, foundations, and private donor proposals, in coord i nation with program staff, with an understanding of the overall program budget and prioritie s.
- Manage, review, and help prepare fin ancial expenditure reports to government/mu lti lateral agencies, foundation s , and private donors, in coord inat ion with program staff and Global Finance & Grants Mana ge ment , a nd en sure reports are s ubmitted on time.
- Lead grant management activities including manage revi ew and approval processes, track reporting requirements a nd deadlines , manage and monitor agreem ent s through close-out, ensure full compliance with rules and r egu lation s, se nd paperwo rk to the a ppropriate parties , m ai ntain s hared cal en dars, co mmuni cate w ith the appropriate program st aff and WCS d e partmen t s in a ti m e ly manner.
- Coor din ate project management activities, including coordinate, develop, and review work plan s and reports , track deliverable s , develop compli ance re ports, parti c ip a te in project committees a nd meeting s, coordin a te communication bet ween projects, staff, and partners.
- Develop and manage communication outreach m a terial s, inclu din g fact sheets, trip reports , brochures, newsletter s , a nnual repo rts, and web content. R espo nd t o media requests (e.g. photo s, publications, etc.), help m ainta in publication database, an d liai se with Communications on p ress re lease s.
- Manage proposal de ve lopment ac tivitie s, includ ing writing , e ditin g, and re v i ew ing narrative proposals and report s for governmen t / multi-lateral agencies, foundations , and private donors; follow-up on the s tatu s of proposals; man age the de ve l opment, a pproval, and submission proce ss with the appropriate program staff and WCS departments.
- Implement po licie s an d pro ce dures rel ate d to bud gets, financials, and overall operat i ons and admini s tration.
- Represent HP in WCS committees and meetin gs as needed, and liai s e wi th other WCS d e partments s uch as Accounting, Bud g e t , Purch a s in g , Global Finance & Gra n ts Management, Global Resources, Progr a m Developmen t , Office of General Counsel, Human Re so urces, and Payroll.
- Coordinate operational and administrative s upp ort for all other program activities; be responsible for ensuring smooth administration both within and between the NY office and field sites.
- Bachelor’s degree required. Related program of study such as finance, accounting, economics, or business preferred.
- Proven grant and financial management experience in an international organization (5+ years) in a multi-funder environment required. Grant financial reporting experience required. Experience with government and agency grants such as USG, UN, EU is preferred.
- Effective “roll up the sleeves” work ethic; Demonstrated ability to work with a diverse team. Must be solution-oriented and have strong problem solving and analytical skills.
- Spoken and written fluency in English required.
- Excellent interpersonal and communications skills, including writing and editing.
- Excellent computer and systems skills required with respect to MS Office applications (advanced skills in MS Excel required) and major financial accounting and reporting software (SAP or equivalent).
- Meticulous attention to detail and commitment to quality required.
- Excellent organizational skills, including ability to set and follow priorities, work independently, take initiative, work on multiple projects simultaneously, and meet deadlines.
- Comfortable operating in a dynamic, international environment and responding quickly to sudden needs and opportunities.
- Position will be expected to travel (0-10% travel annually) to attend WCS financial conference(s).
