Job Description

Job Summary

AECOM is actively seeking a Traffic Incident Management (TIM) Program Administrator for immediate employment, representing the Indiana Department of Transportation.

The position is on-site at the Indianapolis Traffic Management Center (TMC), with intermittent travel throughout the state for TIM workshops, committee meetings, industry conferences, etc. These events may require overnight travel.

The TIM Program Administrator will focus on the following four core responsibility areas:

Administrative Management
  • Project material filing and updating, document quality control review, and miscellaneous office support functions.
  • Maintenance of meeting minutes, agendas, action items, and recurring reports.
  • Data analysis to include quantitative and qualitative statistical analysis, operations activity reports, and data keys.
  • Light database development, maintenance, and troubleshooting Microsoft products and proprietary software.
  • Serve as an understudy to the statewide TIM Coordinator.
  • Program participation tracking and active recruiting.

Committee Coordination
  • Assist the TIM Coordinator in the network establishment of statewide TIM committees.
  • Event coordination for large groups of attendees, speakers, and demonstrators.
  • Use of online survey tools to solicit feedback and guidance from the first responder community.
  • Establishment of a statewide newsletter and recurring email blasts that keep the goals of the committees active and participatory.

Program Marketing
  • Workgroup proposal development, meeting preparation to include PowerPoint presentation preparation, and stakeholder interaction.
  • Ordering and inventory maintenance of program supplies to include brochures, marketing materials, and support hardware.
  • Participation in public/industry events that capture the importance of freeway safety and incident management.
  • Active engagement with the private and public sector first responder community, gaining their interest in statewide participation.

Technical Writing and Research
  • Technical research and writing, including standard operating procedures (SOPs), technical memos, meeting minutes, and project studies.
  • Development of quick reference guides for stakeholder use.
  • Production, and/or coordination of production, of TIM materials as committees identify new practices and expound on existing ones.

Qualifications

Minimum Requirements:
  • High School + 6 years of relevant or demonstrated equivalency of experience and/or education.

Preferred Qualifications:
  • Associate degree (preferred Bachelors) or demonstrated equivalency of experience and/or education.
  • Related administrative support experience.
  • Experience developing training and executing new technical and non-technical procedures.
  • Facilitating technical content in a clear, concise, and organized manner to optimize audience understanding and maintain focus.
  • Excellent driving record with an unrestricted driver’s license.
  • Professional-level technical writing skills.
  • General working knowledge of Microsoft Word, Excel, and PowerPoint.
  • Multi-tasking several priorities simultaneously, minding deadlines, and quality control.
  • Flexibility to travel across Indiana for meetings.
  • Experience with social media integration into the program.
  • Familiarity with emergency management services.
  • Understanding of local, state, and federal transportation management organizations.
  • Skilled at public speaking to both small and large audiences.
  • Experience with analyzing data and writing reports.
  • Understanding of basic Traffic Incident Management (TIM) principles.
  • Knowledge of the local, regional, and statewide interstate and major arterial networks.
  • Strong knowledge of Indiana population centers.

    Job Description

    We are accepting resumes for Program Delivery Management (PDMG) positions to perform the tasks listed above in the Project Overview. PDMGs include both Project and Construction Managers. The positions will be embedded within FEMA to provide technical assistance that may include:
    • Collect, coordinate and/or review applicant data to determine eligibility and priority of assignments to include but not limited to audits for completeness, reviews information gathered during the Preliminary Damage Assessment (PDA) for assigned applicants, completes exploratory calls to gather information from applicants, and understands each applicants’ projects and recovery priorities.
    • Support the communication process with the applicant about their status by scheduling regular meetings, tracking and following up with the applicants on FEMA’s requests.
    • Coordinate transmittal of documents through FEMA’s Consolidated Resource Centers utilizing a web-based tool, schedules site inspections with the applicants and Site Inspector Task Force Leader and identifies when technical expertise may be needed throughout the program delivery process.
    • Support the claims process by reviewing and validating damage details, scopes of work, and costs with the applicant.
    • Participate in regular FEMA meetings by providing updates on work status and may evaluate claims and make recommendations to FEMA as to whether the claim is eligible.
    • Assist with the development of the Determination Memo and communicating final determinations to the applicants during close out.
    • Conduct an exit briefing with the applicant.
    • Coordinate and complete basic to moderately complex site inspections to validate and record damage to assist in the FEMA Public Assistance grant delivery process.
    • All PDMGs will use FEMA’s Grants Manager system.  FEMA’s Grants Manager system is used to assign and track actions throughout PA project development, and to collect all PA project-related information and documents, including correspondence.

    Qualifications

    Minimum Requirements:
    • Must be a US Citizen with the ability to obtain and maintain DHS Public Trust clearance.
    • Bachelor’s degree or equivalent and 4 years of related field experience OR 6 years of related field experience.
    • Must have technical knowledge base and experience in discipline’s standard concepts, principles and techniques as well as in the design and/or construction of public infrastructure. Valuable skill types and experience include project managers and construction managers.
    • Must be able to pass a DHS/FEMA background investigation.
    • Strong Computer skills needed - position is 100% computer-based and work is completed through a web-based application
    • Must be proficient with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, Google Earth (file conversion and import/export ability required), and smart phone.
    • Must be able to commit to travel assignments for up to 1 year in duration. Trips home to your residence are reimbursed and allowed every 30-45 days, depending on task order specifics.
    • Must have a valid driver’s license.
    • Must be financially able to support yourself while awaiting expense report reimbursements.

    Preferred Qualifications:
    • Construction-related experience a plus.   
    • Bachelor's Degree with 5 years of experience in a related field OR 10 years of experience in a related field
    • Prior FEMA PA and/or CRC experience preferred, but not required, including experience with and understanding of FEMA’s PA Program and Policy Guide (PAPPG), the Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, Sandy Recovery Improvement Act (SRIA) Legislation, PA grant documentation review or project development experience, validating PA grant documentation, and developing or reviewing damage descriptions and dimensions, scopes of work, and cost estimates for PA grant applications.
    • Experience using FEMA Grants Manager.
    • Current DHS Public Trust clearance/badge.
    • Effective written and verbal communication skills with attention to detail.
    • Experience providing excellent customer service.
    • Strong observational, decision making, analytical, critical thinking, organizational, and problem-solving skills with ability to synthesize and clearly present key disaster recovery issues and progress to resolution.
    • Flexible work style with the ability to immediately adapt to changing priorities.
    • Able to work independently, in a team environment and under stressful conditions with tight deadlines and able to handle tense situations diplomatically.
    • Demonstrated behavior of flexibility, adaptability, professionalism.

    Additional Considerations:
    • This project has a heavy focus on production and quality. Staff must be committed to completing the work efficiently and accurately. Work will be monitored and reviewed regularly.
    • The U. S. Department of Homeland Security, Federal Emergency Management Agency (DHS/FEMA) Personnel Security Division requires all disaster personnel to be U.S. citizens and be able to successfully pass a background investigation. Candidates will be required to disclose personal information including criminal records, credit issues, residential, employment, social and medical history.
    • The offer of employment is contingent on Task Order requirements, your qualifications (education/experience) meeting task order requirements, your availability for the specific Task Order, your ability to obtain and maintain your PA-TAC training credentials, and AECOM being awarded client Task Order.

    Offered compensation will be based on location and individual qualifications. The expected range is $83,200.00 - $108,160.00.
