Summary: The Strategy and Organization Development Consultant will support a major Department of Homeland Security (DHS) component with customer experience (CX) strategy, communications, survey development, analysis, and organizational improvement efforts.

Key Responsibilities:

Project Management

Collect information required to launch new projects.
Provide operational support including stakeholder engagement and tracking timelines.
Prepare, review, and maintain project documentation, agendas, and reports.

Communications & Strategy

Develop targeted messaging for internal and external audiences.
Produce memos, PowerPoints, fact sheets, case studies, articles, brochures, briefing books, and reports.
Ensure materials follow branding standards and clearance protocols.
Manage communication approval workflows.

Survey Design, Administration & Analysis

Support customer and employee experience data collection via surveys, interviews, and focus groups.
Conduct root cause analysis and support action planning.

Presentation / Meeting Facilitation

Assist with high‑quality meeting design and facilitation.
Help create collaborative forums for staff and leadership.

Business Process Management & Improvement

Contribute to improvements in processes, policies, and guidance.
Build job aids, procedures, web content, and communications plans.

Minimum Requirements:

Current DHS TSA EOD / Suitability (Public Trust)
Bachelor’s degree.
5–7 years of Federal consulting experience (communications/presentation/design preferred).
Strong command of MS Word, Excel, PowerPoint; design tools such as Canva or Visio a plus.
Excellent written and verbal communication skills.
Ability to develop high‑quality deliverables and executive briefings.
Strong interpersonal skills and ability to work collaboratively.
Ability to coordinate schedules, workshops, and stakeholder engagements.
Experience producing products under tight deadlines.
Experience with SharePoint site design (preferred).
