GENERAL PURPOSE

Under general supervision, to assist in performing para-professional administrative work related to the City’s public information platforms and outreach programs; to assist in preparing and disseminating informational materials to the public and news media; to assist in preparing marketing publications concerning City services, activities, programs, events and functions; to assist in coordinating events for the City as needed; to create content and maintain up-to-date information on City website; to record City Council and EDB regular meetings, as well as special sessions; and to perform other related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Communications Director. May exercise work leadership over interns and volunteers and/or provide guidance and leadership for daily activities, assigned projects or tasks as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Assists in the development and implementation of a comprehensive communications program for the City which identifies audiences, messages, communications tools and evaluation measures.
Takes leadership in assigned programs, which may include PR campaigns, marketing campaigns and attending meetings in the community.
Helps build and measure mobile and social media program success and impact; monitors trends in social media tools, trends, applications and appropriately applies that knowledge to increasing the use of social media for the City.
Represents the City at assigned meetings, functions, or events as assigned while fostering positive relationships with partner agencies, community groups, non-profit organizations and the community.
Maintains City website with ongoing content, up to date events and data.
Attends Council and EDB meetings to engage with board members, keep track of decisions for website and public outreach.
Records public meetings and adds agenda item for video platform.
Researches and recommends new and alternative ways to maximize public outreach to enhance community outreach and engagement and increase public awareness of City happenings.
Maintains and updates the City’s community calendar with timely, accurate and detailed information; works collaboratively with partner agencies to ensure all City related events are relayed to the public.
Assists in developing multi-media presentations as required, including power point slide shows, videos, and photographic exhibits.
Helps develop, edit and design City promotional items, event flyers, social media graphics and other materials as required.
Assists with responding to requests for information and complaints referring matters to appropriate City staff.
Participate in creating monthly internal newsletter for City staff.
Performs related duties as assigned.

DESIRED MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with the equivalent to a Bachelor’s degree with major coursework in Public Relations, Journalism, Communications, Marketing, or a closely related field; and a minimum of 2 years of progressively responsible experience involving the development and coordination of public affairs, public information, community outreach and social media marketing; or an equivalent combination of training and experience.

CERTIFICATIONS, LICENSES AND SPECIAL REQUIREMENTS

· Proof of citizenship and/or eligibility to legally work in the United States.

· Must possess and maintain a valid Texas Class C Driver’s License, with a good driving record, as defined by City policy.

KNOWLEDGE, SKILLS, AND ABILITIES

Ability to develop, organize, and coordinate a communications program; communicate effectively, both orally and in writing; gather and verify news information through interview, observation and research; analyze administrative problems, evaluate alternatives and make creative recommendations; advise on most effective techniques of information dissemination; exercise judgment in release of information; give information rapidly, accurately and tactfully; prepare press releases, news articles, presentations, reports and other written materials in a timely manner; prepare and present a variety of communications materials; write and edit newsletters and news releases; prepare flyers and reports; prepare and give presentations; edit materials for proper punctuation and grammar; establish and maintain effective working relationships with City officials, employees, the public and news media; coordinate activities with other divisions and City departments; operate a personal computer and applicable software including graphics and desktop publishing systems; provide excellent customer service; skillfully and safely operate a motor vehicle where required in the course of performing work duties.

SPECIAL REQUIREMENTS

Graphic Design experience is highly desirable.

Photography and videography experience is highly desirable.

Physical Demands:

While performing the duties of this class, the employee is constantly required to sit and frequently stand, walk, talk and hear, both in person and by telephone; use hands or fingers to handle, touch, or operate standard office equipment; and reach with hands and arms. The employee occasionally reaches for item(s) above or below desk level, and lifts and carries records and documents, typically weighing less than 20 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Travel by vehicle while conducting City business.

Mental Demands:

While performing the duties of this class, the employee is regularly required to use oral and written communication skills; exercise sound judgment in the absence of specific guidelines; establish priorities and work on multiple assignments and projects concurrently; meet intense and changing deadlines given continual interruptions; and interact appropriately with staff, management, City officials, Boards, Commissions, contractors, consultants and others encountered in the course of work.

WORKING CONDITIONS

The employee typically works in an office and field environment. Non-traditional work hours may be required in order to accommodate the City’s needs including attendance at City Council meetings, special City events, and matters requiring the presence of the City’s Communications Specialist. These hours may include, but are not limited to: weekends, evenings and holidays. Occasional driving is required to attend special meetings at various City facilities, training sites, and public and private events. The employee may be required to travel using public transportation.
