Position Description

This is a mid-level position responsible for supporting the Assistant Director, Communications with development and implementation of materials and content for marketing, public relations, community outreach and internal communication efforts. This role supports the Assistant Director, Communications with the efforts of the Communications Department staff. The position will also coordinate outside the agency with media, county departments and toll industry counterparts under the supervisions of department leadership. In coordination with Assistant Director and Executive Director, the role will aslo provide information material to the media and may act as a spokesperson for HCTRA as directed.

Duties & Responsibilities

Supports strategic planning and implementation of marketing/branding, PR, community outreach and internal communication efforts for agency initiatives, projects and products.
Supports management of department staff on day-to-day communications needs (i.e. road closures, social media, internal communications/newsletter, customer service issues, project updates); establishes routine reporting procedures for departmental activities.
Supports Assistant Director in procuring and managing vendors and scheduling paid media campaigns. Collaborates with department and vendors to plans and create designs, content and production of materials.
Responsible for routing relations activity (off-camera) through department leadership. Coordinates with appropriate departments. May prepare subject matter experts (SME’s) for interviews; writes and edits materials for media. Proactively generates and pitches positive stories on behalf of the agency; supports media relations (on-camera) and may acts as spokesperson when appropriate and directed.
Supports Assistant Director in collaborating with internal and external departments within the County to coordinate efforts related to the agency, its customers, and business operations.
Supports crisis communications when needed.

Requirements

Education and Experience:

Bachelor’s degree in English, Media/Journalism, Marketing or Communications.
5 years or more in Marketing, Advertising, Media Buying, Public Relations, Business Management.

Knowledge, Skills, And Abilities

Experience supporting executive and management level staff in communications needs.
Highly detail-oriented and capable of working independently to deliver on strict deadlines under pressure.
Excellent writing, verbal communication, and presentation skills. Ability to design/develop, copy-edit a variety of materials including reports, speeches, marketing materials, and news releases.
Ability to format and design for advertising and printed materials.
Experience preparing bid specifications for publications, advertisements and miscellaneous presentation materials.
Ability to handle confidential information and material with considerable personal tact and initiative.
Demonstrated knowledge of Harris County government, local media, and communications.
Demonstrated management experience overseeing, encouraging and developing staff.
Ability to build and maintain relationships with the media and public in a professional manner.
Ability to work as part of a team and lead efforts across disciplines.
Strong organizational and problem-solving skills.

Physical Demands

Sedentary work - Exerting up to 10 pounds of force occasionally, and/or a negligible amount of forcefrequently or constantly to lift, carry, push, pull or otherwise move objects, including the humanbody.
Sedentary work involves sitting most of the time.

General Information

Position Type And Typical Hours Of Work

This is a full time position.
Monday - Friday | 8:00 A.M. - 5:00 P.M. (Hours may vary based on business needs of the department.)

Work Environment

This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
There are no major sources of discomfort. A normal office environment with acceptable lighting, temperature, and air conditions is provided.

Reporting Relationships

Reports To Position: Assistant Director, Communications
Supervises Positions: Communications Coordinator, Digital and Internal Communications Coordinator.

Employment may be contingent on passing a drug screen and meeting other standards.
