Job Summary

NHPCO is currently seeking a Veterans Services Manager to join our mission-driven team and support We Honor Veterans (WHV), a program in partnership with the Department of Veteran Affairs (VA). This program seeks to ensure that those who have served are honored and cared for when they reach the end of life. This position will work closely with the Vice President of Quality to determine WHV program goals and direction to align with the organization’s strategic priorities and trends in health care.

As the program manager, you will be responsible for leading, developing, and managing partnerships to provide technical expertise for the WHV program, website, and administration for the Department of VA contract to include contract deliverable requirements, reporting and budgets along with program development. In addition, you will be responsible for executing internal and external stakeholder engagement activities regarding veterans’ services and projects as assigned. This is a great opportunity to work across teams within the organization to help develop and meet program goals and raise awareness of the unique needs of America’s Veterans. The ideal candidate will set priorities, meet deadlines, and accomplish multiple assignments accurately and timely.

This role directly supervises the Veteran Services Coordinator.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Program lead and expert for the We Honor Veterans national program, including recruitment, application and reporting processes, and operational plans.
Creates yearly detailed project management plan to outline programmatic activities based on current state of program and discussions with the Department of VA National Director of Hospice and Palliative Care.
Performs the completion of WHV deliverables including an annual programmatic survey, outcome reporting, quarterly partner networking calls, annual webinars, and presentations at national conferences and partner events.
Supports programmatic growth by establishing and training an advanced level of partner mentors and continuing upper-level partner growth by at least 10% every year.
Manages WHV deliverables to ensure that NHPCO meets all Department of VA contract requirements in a timely and high-quality manner including oversight of day-to-day activities to ensure compliance with contractual agreements, implementation, tracking and budgets.
Updates web content of WHV to ensure it meets or exceeds the Department of VA requirements as well as those of the partners, including project oversight for website and database required updates.
Serves as Co-Leader of Hospice-Veteran Partnership Special Interest Workgroup and as NHPCO representative on VA’s National Hospice & Palliative Care Education Series Planning Committee.
Manages projects and takes initiative to develop relationships with external experts and organizations to ensure new and existing collaborations are in place.
Explores, develops, and collaboratively implements new procedures to improve programmatic and organizational processes ensuring efficiency and fiscal responsibility.
Organizes, facilitates, and leads program events, speaking engagements, and educational sessions at national and local events including NHPCO’s conferences well as event and conference planning with community partners and state organizations.
Leads and facilitates meetings with internal and external staff to plan, develop, and implement projects.
Manages internal processes and collaborates with the VP of Quality regarding strategic WHV projects.
Ensures maintenance of accurate records and gathers data related to Partner program activities.
Compiles, analyzes, and delivers reports of program activities and outcomes both internally and externally, including ongoing needs from national Department of VA staff and leadership.
Contributes to and manages evaluation and reporting mechanisms for WHV, including the creation and dissemination of quarterly and yearly reports and providing regular updates to be used to promote the program.
Manages Department of VA contract invoicing and works with NHPCO’s Accounting Team to track budgets and ensure programmatic costs are under budget each fiscal year.
Ensures all reporting and submissions adhere to federal laws and regulations through government portals including OB10 and System Award Management.
Creates content for WHV quarterly newsletter and develops materials, communications tools and social media posts to bring awareness to and highlight the program.
Develops public service announcements to highlight programmatic activities and accomplishments.
Publicly represents NHPCO and WHV at conferences and events as requested by partners, including planning of in-person and virtual conferences and Veteran-centric trainings.
Leads efforts to fundraise, market and encourage new community partners to join WHV to ensure sustainability of the program.
Manages the Community Partner Program to ensure revenue stream to Veterans Services Program, including outreach and negotiations with possible partners, drafting and finalization of partner agreements, oversight of contract deliverables, invoicing, and partner reporting measures.
Communicates the Department VA wants and needs to ensure NHPCO is adhering to contractual obligations and keeping relationships in a positive position.
Serves as a resource to NHPCO teams for the creation and editing of content, planning of events, serving as communications liaison, and project management.

Who We Are Looking For

Bachelor’s degree required, along with at least 4-5 years of experience in a project/program management, preferably in a membership organization or association. Experience in a healthcare related field is a plus.
Demonstrated experience and success in management of processes and systems toward successful outcomes.
Ability to plan and manage projects independently, work in a fast-paced environment, navigate multiple priorities with superior attention to detail, and meet deadlines.
Possesses excellent organization and communication skills (verbal and written composition), plus has astute attention to detail.
Ability to develop and maintain working relationships with outside organizations.
Participates in managing budgets.
Identifies and resolves problems in a timely manner.
Balances team and individual responsibilities; contributes to building a positive team spirit within the organization.

Experience with membership databases is a plus.

Compensation And Benefits

This position is classified as a full-time, exempt position with a salary range of $76,800 to $90,000/annually to commensurate with related experience, plus an opportunity to earn annual merit increases based on annual performance goals, as well as the potential (but not guaranteed) performance bonuses.
