ABOUT THE POSITION

Under the general direction of the Fire Marshal, performs on-site inspections of new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with laws, ordinances, regulations, standards, and guidelines in accordance with the Fire District’s jurisdictional authority; prepares necessary correspondence, reports, and records; confers with architects, engineers, developers, etc., with regards to projects; assists in the compliance with the Districts hazard abatement ordinance; performs surveys of fire hazards and processes complaints; development and delivery of public education and public relations programs; assignment to functional areas based on operational need; is expected to perform the essential functions of each functional area; and performs other duties as assigned.

This is not a designated “Safety” position for CCCERA retirement purposes unless otherwise provided for in the labor agreement between the District and Local 3546.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Fire Marshal.

CLASS CHARACTERISTICS

This position is in the professional Community Risk Reduction Division series. Employees in this class work under general supervision and are expected to perform a broad range of Community Risk Reduction Inspector duties and have advanced technical knowledge.

Examples Of Essential Functions

The following duties are typical for this classification. An employee in this classification may perform all or some of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Reviews planning applications for the subdivision of land, and various land-use applications to determine compliance with applicable fire code regulations; provides information to the customer to ensure compliance with laws, ordinances, regulations, standards, and guidelines in accordance with the Fire District’s jurisdictional authority, as assigned
Conducts inspections of new and existing buildings to ensure compliance with laws, ordinances, regulations, standards, applicable codes, and guidelines in accordance with the Fire District’s jurisdictional authority; when non-compliant conditions are found, assists the customer in identifying appropriate remedies to correct the violation(s)
Witnesses various tests required for sophisticated fire protection systems and verifies proper operation and compliance with applicable codes and standards; assists the customer in complying with applicable codes when violations are noted
Confers with architects, engineers, developers, and other stakeholders for purposes of providing information regarding compliance with applicable codes, regulations, and other authorities pertaining to the Division’s activities
Conducts surveys of fire hazards and processes complaints when necessary
Utilizes the District’s citation process when appropriate and when other means of gaining voluntary compliance are unsuccessful
Provides supervision, work direction, and technical assistance, as assigned
Prepares necessary correspondence, reports, and records; may make presentations to community groups regarding the Division’s program and activities
Utilizes District recordkeeping systems
Verifies and facilitates updates to the District’s pre-fire planning program
Performs tasks associated with the District’s Exterior Hazard Abatement Program; property research, maintains lists of properties, mails notices, performs surveys, gathers evidence, creates presentations to the Board of Directors when appropriate, prepares work orders, coordinates work orders with abatement contractors, and coordinates billing through various County agencies
Develops and maintains fire safety, life safety, emergency preparedness, and community wellness programs for presentation to target audiences
Maintains necessary supplies and materials for education programs
Performs post-incident review to determine performance standards of buildings and identify community education needs
Participates in emergency management activities, as qualified and as assigned
Develops and analyzes data to assist in the determination of community risk and to provide constructive input to develop and implement plans and programs to manage risk
Participates in the delivery and development of public education, public relations, and public information programs
Utilizes tools and technology identified by the District related to the performance of tasks
Works with personal computer systems and software including: Word, Excel, Outlook, PowerPoint, and Bluebeam
Assumes appropriate roles within the Incident Command System as qualified and assigned
Supports the Community Emergency Response Team (CERT) program, as needed
Supports Operations, as requested, for emergency operations, as qualified and as assigned
Operates assigned office equipment and machines, including mail postage machine, and copier
Builds and maintains positive working relationships with co-workers, other District employees, and the public using principles of good customer service
Produces District newsletter, website updates, informational flyers, and brochures
Performs other duties as assigned

Knowledge of:

The activities of Community Risk Reduction programs including plan review, inspection, construction, code compliance, and public education related to fire and life safety and other identified community risks
Principles and practices used in fire prevention inspection and code compliance
Building and fire protection systems
Processes utilized to issue fire permits
Understanding of building and fire codes, engineering principles, laws, ordinances, regulations, standards, and guidelines in accordance with the Fire District’s jurisdictional authority
Data processing systems including Word, Excel, PowerPoint, Bluebeam, Microsoft Outlook, and GIS

Ability to:

Accurately interpret and ensure compliance with laws, ordinances, regulations, standards, and guidelines in accordance with the Fire District’s jurisdictional authority
Prepare concise reports with clear and consistent recommendations
Interface effectively with the public; maintain detailed records
Follow oral and written instructions
Read and interpret building plans and specifications and conduct code research
Successfully understand and conduct mathematics to consistently and accurately calculate building and fire code-related applications and appropriate fees
Disseminate fire and building codes to the public at the public counter and on the telephone
Read a variety of land use, topographic, parcel, and zoning maps
Develop and maintain competencies in technology and equipment approved for use by the District
Apply laws, ordinances, regulations, standards, and guidelines in accordance with the Fire District’s jurisdictional authority; apply applicable local, state, and federal codes and regulations governing building construction, rehabilitation, alteration, use, and occupancy; provisions of the model Fire and Building Codes, the National Fire Protection Association Standards and related applicable standards
Work such hours as are necessary to accomplish the job requirements
Work as a member of a team in support of the official direction provided, and support a positive team environment, utilizing constructive interpersonal skills

About The District

The San Ramon Valley Fire Protection District is an independent Special District in Contra Costa County responsible for providing a high level of emergency and non-emergency services to the communities it serves. The District's service area encompasses approximately 155 square miles, serving the communities of Alamo, Blackhawk, Danville, Diablo, San Ramon, the southern boundary of Morgan Territory, and the Tassajara Valley. The communities are primarily residential, commercial, office park, and controlled manufacturing, along with wildland areas, protected by nine stations and one volunteer staffed station with 200 employees, and 47 volunteers. Financial oversight and strategic policy direction are provided by an elected 5-member Board of Directors.

Minimum Qualifications

REQUIRED EXPERIENCE

At least three years in a Fire Prevention Division or similar public or private agency engaged in providing similar services. Experience must include involvement in the following duties and responsibilities: inspection, plan review, or public education/relations.

Required Education

An Associate of Arts/Science Degree in a related discipline.

Must have or obtain within one year of employment, certification as an International Code Council Fire Inspector I and II. Employees are required to maintain certification as a condition of employment.

LICENSE

Possession of a valid California Driver’s License. Maintenance of a valid California driver's license is required as a condition of employment.

DESIRED CERTIFICATION

It is highly desired that employees in this classification successfully complete the following CSFM Courses: Fire Inspector 1A, 1B, 1C, 1D, 2A, 2B, 2C, 2D, Educator 1A, 1B, 1C.

Bachelor’s degree is desirable.

Paid Compensation Is Supplemented With An Excellent Benefitspackage Including

Hours: Flexible work schedule.

Vacation: Accumulation rate increases with length of service. The initial rate is 10 hours per month.

Sick Leave: Accumulated at the rate of 8 hours per month indefinitely during tenure of career.

Pension benefits are provided by Contra Costa County Employees' Retirement Association (CCCERA).Eligibility and classificationinto the retirement system will be determined by CCCERA pursuant to the Public Employee's PensionReform Act (PEPRA) guidelines. Should reciprocity with CCCERA be established and entry classifiedas Classic, the retirement benefit will be 2% @ 55. Should entry into the retirement system beclassified as PEPRA, the retirement benefit will be 2.5% @ 67.

Medical benefits are provided through CalPERS and include several PPO or HMO options. TheDistrict currently contributes 92% of monthly premiums for employee and dependent medical upto an established cap, and 100% for employee and dependent dental, vision, and EAP insurance, aswell as 100% for life insurance for the employee only.
