Introduction
The Governor's Office for Children serves as a central coordinating office to support the well-being of children and families and reduce the number of children living in poverty, which requires a holistic, coordinated approach within State government and across public and private sectors at the federal, State, and local levels. The Governor's Office for Children will lead statewide efforts to build a comprehensive and efficient network of supports, programs, and services for children and their families in order to promote social and emotional well-being, reduce food insecurity, combat youth homelessness, expand access to health services, improve educational outcomes and job readiness, expand access to good jobs, and increase economic opportunity in sustainable ways in jurisdictions that historically have experienced underinvestment. The Governor's Office for Children will also work with multi-sector partners to implement place-based strategies designed to provide access to high quality education and care; connect workers to high quality jobs; enable family-sustaining income and access to affordable high quality housing, child care and health care, including reproductive, maternal, behavioral and mental health care; and increase community health and safety.

POSITION DUTIES
General Purpose: The Partnerships & Technical Assistance (TA) Manager leads the ENOUGH program's technical assistance strategy to provide targeted and relevant TA to ENOUGH grantees. The Manager coordinates with national partners, analyzes grantee support needs, and maintains internal knowledge systems. The Manager also manages a portfolio of grants as an ENOUGH Coordinator. This is a hybrid position and requires flexibility to report to locations in Annapolis, Baltimore, and other areas of the state as needed.
Responsibilities: Manage Technical Assistance
- Manage the ENOUGH technical assistance strategy and implementation of that strategy in partnership with local and national TA partners, including the William Julius Wilson Institute, Purpose Built Communities, Partners for Rural Impact, Baltimore’s Promise, StriveTogether, and Maryland’s Local Management Boards (LMBs).
- Maintain a TA approach informed by direct engagement and understanding of grantee needs and best practices in place-based work. Ensure information from grantees is regularly and strategically synthesized and incorporated into the TA approach. Conduct analysis and produce reports to tailor TA offerings to evolving community needs.
- Facilitate communication and collaboration across grantees through cross-cohort opportunities for learning, such as regular meetings, workshops, and webinars to share best practices and foster cross-community learning.
Grant Management
- Manage a portfolio of approximately 8 ENOUGH communities as an ENOUGH Coordinator. Build and sustain strong relationships with each community, through outreach, site visits, and stakeholder engagement.
- Deeply learn and understand each community’s stakeholders, challenges, and context, becoming an ‘in house’ expert on the community for the GOC team, including understanding needs which could be addressed by the AOG approach. Identify and engage with local stakeholders (i.e., local government representatives, business leaders, etc) beyond those in the grantee partnership, to gain additional knowledge on community needs and how the state can support the community’s goals.
- Facilitate grantee-facing routines, including check-ins. Manage coach-facing routines, and ensure effective communication and support between GOC, coaches, and grantees. Foster two-way communication and trust between these stakeholders. Contribute to GOC to grantee communications, including the weekly newsletter.
- Ensure the community’s access to relevant TA support and grant management tools, enabling the grantee to have a seamless, easy to navigate partnership experience. Ensure accurate and timely reporting by helping grantees submit reports and success stories.
Relationship Management - Own relationships with TA partners, including:
- Overseeing execution of partner scopes of work.
- Reviewing deliverables and provide feedback on TA products.
- Ensuring alignment and synchronization across partners.
Progress Monitoring
- Contribute to ENOUGH progress monitoring strategy and related technical assistance with external partners such as Clear Impact, StriveTogether, and Baltimore’s Promise.
- Partner with the Data & Information Manager to carry out data routines that support GOC’s evaluation framework. Support the ENOUGH Deputy Director with developing materials such as reports to the Special Secretary and Governor and other routine and ad hoc reports.
Cross-Team Coordination
- Liaise with the Neighborhood Revitalization Team to exchange information on ENOUGH community AOG needs and iterate on TA approaches.
- Work with the Neighborhood Revitalization Team to ensure the programmatic TA strategy and community development TA strategies are synchronized.
- Coordinate with the Community Initiatives Program Manager to align Track 1 support and build Local Management Board (LMB) capacity.
Essential Job Functions And Other Assigned Duties
Minimum Qualifications - Education : Possession of a bachelor’s degree from an accredited college or university
- Experience : At least 3 years of experience in program management, community development, or technical assistance, preferably in a government or political setting. This includes but is not limited to:
- Coordinating complex, cross-sector initiatives with strategic responsibility for delivery, alignment, and results
- Managing grants or providing technical assistance to grantees or local partners
- Strong understanding of place-based or anti-poverty initiatives and the role of technical assistance in supporting community capacity
- Strong problem solving skills and an ability to anticipate challenges and develop solutions to maintain timelines and meet deadlines
- Passion for public service, with the ability to navigate ambiguity with enthusiasm and a solutions-oriented mindset
- Excellent relationship management skills, with a proven ability to convene diverse stakeholders and build partnerships with local, state, and national organizations
- Demonstrated success managing multiple workstreams and delivering results in a fast-paced, high-pressure environment
- Strong written and verbal communication skills, including the ability to translate technical or programmatic information into clear, actionable materials
- Excellent organizational and time management skills with the ability to prioritize tasks and meet deadlines
- Strong team orientation, with the ability to organize, assign, and track completion of work by direct and indirect team members
- Ability to work independently and collaboratively in a dynamic environment
