Summary of Position
The Colorado Statewide Internet Portal Authority (SIPA) is an independent governmental authority empowering over 1,000 state and local governments across Colorado with critical e-Government solutions. SIPA helps Colorado's governments rapidly modernize their digital services and deliver exceptional resident experiences.
SIPA is seeking a Chief Technology Officer (CTO) to ensure SIPA’s supplier partners provide the best possible technology services in alignment with SIPA’s strategic objectives and statutory mission as stated in section 24-37.7.105, C.R.S. This position has the potential to directly impact how government services are delivered to Colorado residents.
Reporting to SIPA’s Executive Director, the CTO serves as a collaborative strategic business partner for state agencies and local governments focused on modernization, data-driven decision-making, and operational excellence. The CTO ensures that SIPA’s services and solutions are aligned with the needs of Colorado governments.
The ideal CTO candidate is a strategic thinker, proven implementor, and an expert in current and emerging technologies. The CTO will promote a team environment of learning, accountability, and professional growth, while ensuring that cybersecurity, data protection, and technology policies are strong and up to date while expanding the use of AI and automation. The ideal candidate will be collaborative, approachable, and actively engaged with colleagues at all levels of the organization.

Duties and Responsibilities
Strategic Leadership
- Provide strong technical leadership for SIPA programs and services
- Develop and maintain SIPA’s Technology Roadmap
- Work with SIPA staff, government customers, and supplier partners to develop business cases and associated deliverables for new SIPA services
- Serve as a technical thought-leader for SIPA. Write quarterly technical white-papers or case studies on subjects of importance to SIPA customers to be shared on SIPA’s website, newsletter, and LinkedIn
- Coordinate with SIPA’s Executive Director to represent SIPA at specific stakeholder events through public speaking, consulting support, and relationship development. Make presentations and/or participate in panel discussions at several conferences each year
- Serve as a liaison to state agencies and local governments for complex cloud implementation projects
- Serve on committees, boards, and attend conferences that will help assist in achieving SIPA’s goals and objectives as directed by SIPA’s Executive Director
- Oversee SIPA’s technology portfolio. Continuously search for new or improved technologies, suppliers, and best practices that will advance SIPA’s mission and strategic objectives
- Identify specific large government projects or that could be delivered by suppliers in SIPA’s portfolio
- Support SIPA’s business development team in statewide customer meetings to cultivate relationships with existing customers, and to develop new relationships and service opportunities
- Provide recommendations to help customers design and select the appropriate technology solutions for their needs
- Provide recommendations for speakers, use cases, panel discussions, and emerging technology themes for SIPA’s annual User Conference
- Serve as SIPA's cybersecurity expert, continually monitoring industry trends and emerging solutions to advise customers on best practices
- Facilitate and demonstrate a culture of accountability and exemplary customer service at all levels of the organization
- Manage a high-performing technology team
Portal Integrator and Supplier Management
- Provide strategic and technical oversight of the services managed by the portal integrator, Tyler Technologies, including custom application development, maintenance, and hosting, standard application hosting and development, payment processing, payment integration, and website hosting, development, and maintenance
- Ensure portal integrator and supplier performance aligns with established standards and contractual agreements
- Evaluate monthly, quarterly and annual technical contract deliverables including but not limited to asset inventories, end of life analyses, disaster recovery plans, hosting strategies, security plans, service level compliance, security management plans, root cause analyses, incident reports and resolution plans, vulnerability and accessibility scans, and change management procedures
- Make recommendations regarding contract deliverable acceptance or rejection to SIPA’s Executive Director. Coordinate revisions to contract deliverables through regular meetings with suppliers and SIPA staff
- Make recommendations for improvements to supplier infrastructure and operational procedures that could improve service delivery and customer satisfaction
- Identify and address potential risks associated with supplier relationships
- Collaborate with other SIPA team members to ensure a coordinated approach to supplier management
Supplier Outreach
- Proactively meet with sophisticated government stakeholders to determine what technologies and solutions are desired but not currently available in SIPA’s portfolio. Review those recommendations for alignment with SIPA’s mission. Bring opportunities to SIPA’s business development team
- Meet with each of SIPA’s suppliers at least quarterly to identify products and services that are available in our portfolio but are not currently being utilized by SIPA’s customers
IT & Office Operations
- Oversee internal SIPA IT infrastructure and software tools
- Oversee the inventory of SIPA equipment
- Oversee the installation of IT related infrastructure as needed
- Support the onboarding of new employees in terms of badging, new computer set up, and software license deployment
- Develop and annually update SIPA’s IT related policies such as the Hardware and Software Management Policy and Information Security Policy
- Develop and manage SIPA’s internal cybersecurity posture
- Establish, enforce, and maintain comprehensive security policies, standards, and procedures to ensure data protection and secure business operations
- Develop an Annual Information Security Training Plan
General SIPA Activities
- Participate in SIPA’s User Conference
- Provide technical review of applications to SIPA’s grant programs for feasibility and best practices
- Other duties as assigned

Position Type/Expected Hours of Work
This is a full-time exempt professional position. SIPA maintains a hybrid work environment. Days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. After initial in-person onboarding, most days can be worked remotely if desired. Additionally, this position may at times require hours beyond the operational hours stated above.
Requirements and Experience
Minimum Qualifications
- Bachelor's degree in Computer Science, Information Technology or other related scientific/technical discipline
- 8+ years of progressive IT leadership experience, including supervisory and strategic planning roles
- 5+ years managing high performing technology teams
- Proven experience in enterprise IT management, cybersecurity, cloud technologies, and digital transformation.
- Experience implementing IT service management concepts (ITIL), processes and procedures
- Experience managing cross-functional teams and working collaboratively with senior executives
- Experience in supplier management and technology partnerships
- Strategic leadership, change management, and stakeholder engagement
- Deep knowledge of ITSM, cybersecurity, and process improvement
- Strong communication, analytical, and decision-making abilities
- High emotional intelligence and ability to navigate complex environments
- Strong project management, communication, and stakeholder engagement skills
- The ability to positively affect outcomes over groups and suppliers without having direct management authority
- The ability to effectively communicate complex information, set technical direction and resolve technical and business conflicts is required
Preferred Qualifications
- Master’s degree in Computer Science, Information Technology or other related scientific/technical discipline
- 12+ years of experience in information technology, including 5+ years of leadership experience driving and influencing technology strategy
- Deep understanding of cloud and governance frameworks, best practices and cybersecurity principles such as NIST 800-53, CSA Cloud Controls Matrix, CIS Critical Security Controls, etc.
- Strong knowledge of relevant industry regulation and compliance standards such as FedRAMP, StateRAMP, or CJIS
- Experience with cloud financial management or managing technical contract budgets
- ITIL v4 and/or PMP Certifications
- Proven experience improving the performance of service providers
- Prior public sector experience
- Strong presentation skills
- Ability to translate complex technical concepts into business value
Salary Range
The anticipated salary range is $150,000 to $185,000 commensurate with skills and experience.
