We’re seeking a proactive, policy-savvy manager to lead development and implementation of TAAHP’s policy and regulatory strategy. The ideal candidate combines strong research and legislative experience with excellent communication, project management and writing skills, and is energized by translating complex rules into practical solutions that increase affordable housing supply in Texas.
Responsibilities:
- Research best practices on housing policy and regulation nationwide as models for the Texas administration of the LIHTC and other affordable housing programs.
- Develop recommendations for affordable housing policy and corresponding regulations, including those related to the Low-Income Housing Tax Credit (LIHTC) program and its associated regulatory framework in the Texas Qualified Allocation Plan (QAP), which defines how the LIHTC program is administered for Texas; affordable housing tax exemptions, and other programs relating to affordability.
- Attend monthly Texas Department of Housing and Community Affairs meetings in Austin, report key testimony, and testify when necessary.
- Draft and present key policy positions on how best to implement affordable housing programs, policies and regulations from federal, state, and municipal levels of government. Work with TAAHP Member subject matter experts and relevant committees to finalize.
- Assist in the development and monitoring of the organization’s legislative agenda.
- Work with the organization’s lobbyists and board/committee members to review, analyze potential impact, and determine any course of action on proposed bills during the Texas legislative session.
- Attend legislative committee hearings, report key testimony, and testify when necessary.
- Research and follow Texas local government housing initiatives to understand local housing needs, populace growth and preferences, and how cities are creatively using current programs and financial mechanisms to increase affordable housing stock.
- Serve as the lead administrator for various TAAHP committees to facilitate information sharing, guidance and direction for achieve current and future policy and regulatory goals.
- Work with the Communications Director to provide website and newsletter content for the membership and for the general public. Also, work with the Communications Director to craft organizational messaging that reflects approved policy recommendations, organizational mission and values.
- Research federal and state programs and alternative financing methods that could benefit the organization’s membership for financing LIHTC or non-LIHTC housing developments.
- Review, analyze, and provide recommendations on how the QAP process can be modified to increase housing supply statewide and/or reduce barriers for viable housing projects.
- Identify potential grant funding sources and submit grant applications which are applicable and appropriate for TAAHP to obtain for housing program development.
- Collect and analyze necessary research and data which are useful for members and beneficial for industry stakeholders.
- Assist TAAHP staff and the executive director in other responsibilities and activities necessary to implement and promote successful events and campaigns.
- Regularly review housing related information sources to be aware of recent industry trends.
- Draft article summaries and articles for newsletter and magazine content.
- Research topics and data to assist in content development such as infographics and other communication tools.
- Serve as key point for legislation tracking (local, state, federal).
- Monitor city council and state agency agendas and provide related summaries.
- Attend meetings as necessary as association representative, including summaries and follow-up tasks.
- Participate in the development and administration of TAAHP PAC events.
- Serve as the lead for TAAHP’s signature advocacy day at the Texas Capitol.
- Lead special projects as assigned.
- Assist with office administration activities.
- Occasional Statewide Travel
Qualifications
- Must reside within 25-50 miles of Austin metro area
- Minimum 2 year’s experience in similar roles
- Proven information management and tracking capacity
- Knowledge of policy development and regulation implementation (real estate or housing preferred, but not required)
- Familiarity with the Texas Legislature and U.S. Congress legislative processes
- Strong planning and organizational skills
- Excellent time management skills and ability to multi-task and prioritize work
- Ability to set and meet deadlines
- Ability to work efficiently and independently without supervision
- Ability to take initiative and direction
- Attention to detail and problem-solving skills
- Has a knack for research and identifying original, reliable information and data
- Be able to conduct qualitative and quantitative analysis
- Excellent written and verbal communication/presentation skills
- Team player
- Proficient in MS Office, Excel, PowerPoint, Google Docs
Nice to Have
- Bachelor or master’s degree in political science, Government, Public Policy or similar
- Experience with membership-based non-profits a plus
- Experience with housing policy, LIHTC, real estate regulation
