Company Summary
The SJRA is a public entity whose mission is to develop, conserve, and protect the water resources of the San Jacinto River basin. Its primary purpose is to implement long-term, regional projects related to water supply and water quality. SJRA delivers raw water to both municipal and industrial consumers and provides water treatment and wastewater services through the ownership, operation, and maintenance of infrastructure including reservoirs, groundwater wells, surface water and wastewater treatment plants, pump stations, lift stations, and miles of open channel and conveyance systems.
Position Summary
The Communications Specialist supports the Communications Department by assisting with the planning, development, and distribution of clear, accurate, and timely information for employees, customers, community members, and other stakeholders. This position contributes to a wide range of communication initiatives that promote awareness and understanding of SJRA’s operations, programs, and services across multiple communication channels.
Essential Duties And Responsibilities (Other Duties May Be Assigned.)
- Assists the Communications Department with developing and executing a comprehensive and creative public communications, marketing, and media relations program for the SJRA Operating Divisions that increases and enhances the understanding of SJRA and the services provided by the organization to a broad range of diverse external stakeholders across various communications channels.
- Leads the drafting, writing, and editing or organizational publications and educational materials—including brochures, fact sheets, articles, newsletters, and other written content—with an emphasis on high-quality, clear, and engaging communication for both internal and external audiences (monthly e-newsletters) and any other assigned duties per the direction of the Communications Manager.
- Contributes to internal communications efforts by creating clear, informative, and engaging content for employees through monthly e-newsletter and emails.
- Researches and develops blog posts, published articles, press releases, and website content utilizing technical information into accessible and compelling public-facing communications.
- Evaluates and recommends communication solutions across various communications channels including, but not limited to email, social media, digital publications, print, video, audio, and podcast, ensuring content is tailored, effective, and aligned with SJRA messaging goals.
- Serves as primary administrator for all SJRA social media platforms (including Facebook, Instagram, NextDoor, X, YouTube, and other platforms that are deemed appropriate), overseeing platform management, content scheduling, messaging consistency, and digital engagement strategies.
- Creates and publishes daily content across SJRA social media platforms (including Facebook, Instagram, NextDoor, X, YouTube, and other platforms that are deemed appropriate), ensuring posts are creative, informative, and align with growth, reach, and engagement targets.
- Collaborates with Operating Divisions to support messaging and content needs related to community and public events, daily activities, operational updates, and current events.
- Responsible for creating and/or updating Communications Department spreadsheets (Communications Activity Log), databases (Publications Log), presentations, newsletters, internal SharePoint site, and other items as directed by the Communications Manager.
- Responsible for coordination of Communications Department calendar(s) and scheduling meetings and conference calls.
- May be called upon to represent the Communications Department at community outreach programs, meetings, and events as directed by the Communications Manager. Meetings and events may occur outside normal business hours.
- This position is classified as secondary essential personnel. The individual holding this position will be required to work as required in (1) preparation for an emergency event and/or (2) during recovery from an emergency event as directed by their direct supervisor, Department/Division Manager, the appropriate Senior Level Manager, or the General Manager.

Requirements
- A Bachelor's degree in journalism, communications, marketing, digital media, social media management, public affairs/relations, or related field is required. Equivalent combination of education and experience will be considered.
- At least 2 years of experience to public relations or communications.
- Digital communications and social media required.
- Proven skills in writing. Writing samples required.
- Preferred experience with photography, video, graphic design, creating writing, social media advertising, campaign creation and management, experience conducting social media Live, webinars, and other digital outreach; experience with social media analytics and scheduling applications like Social Assurance; experience with email marketing applications like Constant Contact.
- Certifications in Graphic Design and/or Website Design preferred.
- Texas Driver's License with insurable driving record is required.
