JOB OVERVIEW
The Target Hiring Range for this position is: $90,000- $120,000
The Senate Sergeant at Arms (SAA) Office of Communications is seeking an experienced digital communications professional to help manage and improve the SAA's digital content and platforms. The Digital Communications Specialist will develop, edit, organize, and publish content; help shape digital content strategy and governance; and use analytics, accessibility standards, and user-centered design principles to make information easier for the Senate community to find, understand, and use. Working with colleagues across the SAA, this position will serve as a trusted resource on digital communications and help ensure the organization's digital content is clear, accurate, accessible, and effective. The ideal candidate is an excellent writer and editor who combines strong communications judgment with experience managing web content and a commitment to creating useful, intuitive digital experiences.
Key Responsibilities Include
- Digital Content Management: Write, edit, publish, organize, and maintain clear, accurate, timely, and accessible content for SAA digital platforms, including SharePoint and intranet sites.
- Content Strategy and Governance: Help develop and maintain content strategies, governance standards, publishing workflows, and practices that improve the quality and consistency of digital communications.
- Information Architecture and User Experience: Organize content, structure information, and metadata to make digital resources easier to navigate, search, understand, and use.
- Web Writing and Editing: Translate complex or technical information into concise, user-focused content for Senate audiences while maintaining high standards for accuracy and consistency.
- Analytics and Improvement: Use analytics, audience feedback, and other data to evaluate content performance, identify trends, and recommend improvements.
- Collaboration and Consultation: Partner with SAA divisions and stakeholders to gather and organize information, develop digital content, and provide guidance on effective digital publishing and content organization.
Key Accountabilities/Essential Job Duties
Plans, writes, edits, publishes, and manages clear, concise, grammatically correct, and accessible content for the Office of the Sergeant at Arms (SAA) and the Senate community, ensuring information is accurate, timely, and compliant with SAA standards. Serves as a primary content management resource for SAA digital platforms, including SharePoint, intranet sites, and other communication channels. Recommends and maintains content governance standards, publishing workflows, and content organization practices. Manages content structure and metadata to improve usability, searchability, and overall user experience. Designs, recommends, and implements digital communication and content strategies, evaluating and incorporating stakeholder and audience feedback to improve content effectiveness, accessibility, navigation, searchability, and overall user experience. Collaborates with SAA divisions and stakeholders to gather, organize, and publish information; provides guidance on digital publishing standards, accessibility requirements, content organization, and effective use of communication platforms. Uses analytics and data to assess content effectiveness, identify trends, and recommend improvements. Supports other Office of Communication staff as needed. Other duties, as assigned.
JOB SPECIFICATIONS
Required Education
High School Diploma/GED.

Required Work Experience
- High School Diploma/GED: Five (5) to seven (7) years of relevant work experience.
- Bachelor’s degree: Three (3) to five (5) years of relevant work experience.
Required Special Skills/ Knowledge
- Excellent writing and editing skills.
- Ability to analyze complex information and communicate it clearly to non-technical audiences.
- Knowledge of professional communication principles and practices, web content management principles, information architecture, content governance, and digital publishing workflows.
- Ability to conduct research and prepare clear, concise communications materials.
- Experience managing content within SharePoint, content management systems (CMS), or similar digital publishing platforms.
- Knowledge of user-centered content design principles and web writing best practices.
- Attention to detail and accuracy in preparing communications.
- Ability to collaborate effectively with team members and stakeholders across the organization.
- Strong time management skills, with the ability to handle multiple tasks and deadlines.

Desired Qualifications
- Bachelor’s degree or higher in communications, marketing, public affairs, information science, journalism, or a related field.
- Senate or other Congressional experience.
- Demonstrated success managing or improving digital content across a large, complex website, intranet, or enterprise digital environment, particularly one serving government or other large institutional audiences.
- Significant involvement in a large-scale content inventory, audit, migration, consolidation, or website redesign project.
- Experience developing or implementing organization-wide content governance standards, editorial processes, publishing workflows, or content lifecycle practices.
- Experience applying web analytics, search data, user research, or other audience insights to identify needs and improve digital content and user experience, particularly for government or public-sector audiences.
- Proven ability to advise senior leaders and work across departments or business units to build consensus and implement digital content strategies or improvements in a complex organization.
Working Conditions
- To meet the needs of the U.S. Senate, the individuals in this position may be required to be on call or report onsite on a rotational basis within 24 hours.
- This position directly supports essential services of the U.S. Senate. As such, this position requires the employee to be available and prepared to work during government lapses in appropriations, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.
- Work is primarily sedentary and performed at a computer.
- Occasional late nights and weekends.
- No exceptional physical demands.
CONDITIONS OF EMPLOYMENT
To be employed by a Senate employing office in a paid position in the continental United States an individual must:
- Be a U.S. citizen;
- Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C.
- 1324b(a)(3)(B);
- Be (i) admitted as a refugee under 8 U.S.C.
- 1157 or granted asylum under 8 U.S.C.
- 1158 and (ii) have filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; or
- Owe allegiance to the U.S. (i.e., qualify as a non-citizen U.S. national under federal law).
