The Role
The Monitoring, Evaluation, and Learning (MEL) Manager drives organizational learning and continuous improvement at JVS by implementing structured cycles of inquiry, analysis, and adaptation. This role focuses on translating data into actionable insights, facilitating learning processes with program teams, and building organizational capacity for evidence-based decision-making. The MEL Manager uses Plan-Do-Study-Act (PDSA) cycles and other improvement frameworks to help programs assess effectiveness, identify opportunities for enhancement, and document lessons learned. This position plays a critical role in supporting the learning goals of the organization and works closely with the Director of Evaluation and Impact, Manager of Data Systems and Analytics, Salesforce Administrator, Program Directors and other program staff to identify areas for improvement using data, train staff to use reports and dashboards to monitor performance, and build an internal culture of learning and continuous improvement.
Scope
Learning & Continuous Improvement
- Together with the Director of Evaluation and Impact and the rest of the Evaluation and Impact Team, build an internal culture of learning and continuous improvement and create and update the learning agenda
- Design and facilitate PDSA cycles and other continuous improvement processes with program teams
- Together with program teams, review program outputs and outcomes, identify lessons learned, and generate improvement strategies
- Support teams in developing program logic models, theories of change, evaluation frameworks, and data collection tools such as surveys
- Document and disseminate lessons learned, promising practices, and success stories across the organization
Program Evaluation & Monitoring
- Design evaluation plans for new programs and initiatives
- Monitor program performance against goals and outcomes using dashboards and reports
- Conduct qualitative and quantitative analyses to assess program effectiveness
- Support frontline staff with insights on areas of success and improvement based on data review
- Ensure accurate data collection for existing grants and contracts, and establish collection processes for new programs to measure outcomes for clients, employer partners, funders and other stakeholders
- Together with program staff and the rest of the evaluation team, streamline data collection processes
Communication & Knowledge Sharing
- Manage monthly evaluation newsletter and support internal communications regarding lessons learned from analyses and reports
- Present evaluation findings and recommendations to various audiences
- Translate complex data into clear, actionable insights for diverse audiences
- Gather input from stakeholders to inform evaluation priorities and approaches
- Support grant writing and reporting with program performance data and outcomes
Training & Capacity Building
- Build the onboarding training system/process for new hires related to evaluation and data use
- Develop training materials on data literacy, evaluation concepts, and continuous improvement
- Train staff to use reports to monitor performance and make data-informed decisions
- Provide support to program directors and managers in data reporting and interpretation
- Build program staff capacity to interpret and use data for decision-making
Quality Assurance & Collaboration
- Solicit feedback on potential trainings, improvements, and QA data/dashboards
- Coordinate with the Manager of Data Systems and Analytics to ensure data collection systems meet evaluation needs
- Work closely with program staff to ensure data quality and completeness
- Maintain documentation of evaluation frameworks, data entry protocols, and learning processes
- Manage service improvement activities to ensure the agency is effective and efficient in pursuing and achieving its mission, strategy and goals, and is compliant with all internal and external stakeholder expectations and requirement
Stakeholder Engagement
- Collaborate with the Director of Evaluation and Impact, Manager of Data Systems and Analytics, Chief Program Officer, Program Directors, program staff, and Salesforce Administrator
- Support centralized data collection and reporting processes across the organization
Qualifications
Minimum Qualifications:
- 3+ years of experience in program evaluation, monitoring and evaluation, or continuous improvement roles
- Demonstrated experience with qualitative and quantitative research methods
- Demonstrated knowledge of evaluation frameworks, methodologies, and best practices
- Experience facilitating PDSA cycles, quality improvement initiatives, or other learning processes
- Demonstrated proficiency in Salesforce, PowerBI, Tableau, or other similar systems
- Experience generating meaningful reports and analyzing program data
- Ability to translate complex data and evaluation findings into clear insights for diverse audiences
- Strong communication and presentation skills
- Experience training and building capacity among staff
- Excellent interpersonal skills and ability to work collaboratively across teams
- Strong organizational skills with ability to manage multiple priorities
Preferred Qualifications:
- Graduate degree in evaluation, public health, social work, or related field
- Experience in nonprofit, workforce development, or human services settings
- Advanced knowledge of Salesforce reporting and dashboards
- Understanding of equity-centered evaluation approaches
- Experience with participatory evaluation
What We Offer
- Annual Salary: $93,000 - $103,000
