General Description
The Wyoming Department of Transportation (WYDOT) is seeking a full-time Records and Data Management Specialist II located in Cheyenne, WY. This position is responsible for studying and analyzing crash data, noting high hazard locations and trends affecting highway safety for the entire State of Wyoming on all public roads in an effort to provide useful and understandable information to both internal and external customers.
As the Records and Data Management Specialist II, you will be part of an organization known for improving agency efficiency, effectiveness, safety, and exercising good stewardship of our resources for the people of Wyoming and the State of Wyoming transportation system. This position will help provide safer roadways by utilizing and understanding data programs such as mapping, reference markers, location (GIS) programs and data collection tools for crashes, traffic volumes and geospatial information.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
- Works with the Wyoming Electronic Crash Reporting System (WECRS) to provide statewide data and analysis to internal and external customers
- Creates and provides crash reports, traffic studies, histories, and table comparisons for internal and external customers
- Works with computer programs, crash databases, and queries
- Communicates with customers in all media to ensure information is provided
- Conducts high-level analysis on core safety components; analyzes, interprets, and complies with crash data
- Works with a wide variety of both internal and external professionals interested in highway safety
- Produces small crash studies in conjunction with the needs of the SMS Committee
- Compiles data and performs statistical analysis duties
- Creates methodology of presentations prevalent and understandable to the customer using GIS and other mapping programs/operations
- Creates spreadsheets, tables, and reports showing crash histories and trends for engineers at the Federal, State and Local levels of government, consultants and researchers
Qualifications
PREFERENCES:
Preference may be given to candidates with at least 2 years of experience as a data analyst using a relational database.
Knowledge
- Knowledge of office work procedures, standards and practices
- Knowledge of basic statistical compilation and analysis
- Knowledge and understanding of relational databases
- Knowledge of all federal and state regulations and requirements associated with traffic records, professional guidelines and practices that aid in the retrieval of information
- Ability to develop methodologies for the analysis of collected data using a variety of different analysis tools
- Skills in Word, Excel, PowerPoint, Crystal Reports, Report Beam, Oracle, and ArcGis
- Knowledge in Electronic Crash Reporting System, Accident Reporting Systems, and Safety Portal
- Ability to read and understand maps, reference markers/mile post markers, GIS and web locators such as Google Earth
Education
MINIMUM QUALIFICATIONS:
Bachelor's Degree (typically in Records or Data Management)
Experience
0-2 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist I
OR
Education & Experience Substitution
3-5 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist I

- If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
