Within OMA&D is the College Access unit that implements programs focused on expanding access for underserved communities by partnering with K-12 school districts, two-year colleges, and community coalitions. Under the supervision of the Director for TRIO Upward Bound, the Counseling Services Coordinator provides critical administrative, advising, and support services to students and potential students in the Upward Bound program. Upward Bound is designed to help low-income and first-generation students succeed in high school, enroll in college, and obtain a postsecondary degree. Upward Bound is a federally funded U.S. Department of Education program that is subject to renewal every five years.
This position requires the ability to communicate well with multiple audiences including high school students/families; Seattle and Kent high school staff; and university faculty and staff. The position also requires adhering to policies and procedures in the implementation of the plan of operations to meet the objective of the Upward Bound grant. Upward Bound services are provided by instructional staff at multiple high school locations and the Counseling Services Coordinator position requires coordinating across schools. In addition, many of the students in the program are enrolled in Running Start courses at area colleges making communication and coordination more challenging. The counseling coordinator position must adhere to guidelines from various sources including school district, high school, university guidelines, and federal department of education guidelines. Maintaining multiple forms of communication is important including (social media, print, text messaging, email, phone, listservs, and websites). The Counseling Services Coordinator plays a critical role in coordinating a six-week summer academic program on the University of Washington Campus. The counseling coordinator position is also responsible for maintaining complex data collection processes for student records and grant outcomes.
The Counseling Services Coordinator support of two federal Department of Education TRIO grants contributes to the Office of Minority Affairs College Access mission to create pathways for diverse students to access postsecondary opportunities. Through their participation with the Upward Bound program many students become competitive applicants to the University of Washington. This position serves over 150 students annually. The position helps build positive relationships with representatives from area colleges, high schools, and community-based organizations.
Responsibilities
- Serve as the main point of contact for students, partner schools, and the public regarding program activities and general information about Upward Bound. Responsible for maintaining and monitoring program communications such as emails, student listservs, and communication platforms including social media.
- Process Upward Bound applications including working with students and families to ensure the completeness of applications. Work with Upward Bound staff to review, select and enroll program participants who meet eligibility requirements. Work will students and families to ensure that all acceptance and enrollment materials are obtained and processed. Conduct recruitment help sessions with perspective students. Create promotional recruitment materials.
- Create and disseminate program promotional materials. Maintain resources for students such as a scholarship resource list. Research, create, and maintain online calendar of opportunities for students. Help design and prepare program brochures, flyers, signs, publications, and quarterly newsletter.
- Maintain database and complete data entry for the Upward Bound program. Create tools and training for Upward Bound staff for academic and program records for grant compliance. With the assistant director, create required reports on student participation and progress on grant objectives. Process data from multiple sources to prepare materials for the Annual Progress Report including school records, data from student surveys, and college enrollment and attainment from the National Student Clearinghouse. Coordinate with high school registrars on Upward Bound classes, grades, and credits.
- Provide project coordination and planning for Upward Bound’s six-week summer academy for 125 high school youth held on the UW campus. Provide support to summer instructional staff including scheduling spaces, creating class lists, preparing course packets, and ordering supplies. Maintain learning management system for the Upward Bound Academy. Maintain student and program records.
- Provide logistical and coordination support for cultural, college, and career field trips for Upward Bound students during the academic year. Support instructional staff for Upward Bound workshops, classes, and online events during the school year.
- Other duties as assigned.
Minimum Requirements
Bachelor's Degree and at least 2 years experience working with youth or college students from underrepresented, low income or first-generation backgrounds and demonstrated ability to work effectively with diverse populations.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Additional Requirements
- Demonstrated information and technical literacy and experience working with computer systems, databases, and creating and maintaining online content and collecting data online required.
- Experience organizing and planning program activities and services, managing time effectively, prioritizing tasks, and meeting tight program deadlines.
- The ability to work independently and as part of a team.
Desired Requirements
- Past TRIO participant, and/or personal experience overcoming barriers similar to those of the students served by the project.
- Experience with federal regulations and with federal TRIO programs.
- Bilingual or multilingual skills and experience.
- Understanding of partner schools and communities, and Washington state college access programs and college admission requirements.
- Advanced experience with database management, Canva, Teams, and SharePoint.

$56,004.00 annual
