Job Title: Executive Director
Reports To: MO/KS Chapter, ACPA Board of Directors

Summary
The Executive Director serves as chief executive officer, recommends and participates in the formulation of new policies, and makes decisions within existing policies approved by the Chapter officers and Board of Directors. The Executive Director serves as the primary industry representative promoting the use of concrete pavement with public agencies, engineers, and industry stakeholders throughout Missouri and Kansas. Plans and organizes activities to ensure Chapter objectives are achieved, programs are delivered effectively, and member needs are met. Provides leadership to achieve effective and productive performance through forward-looking market programs and constructive growth of the Chapter. Promotional marketing of concrete and concrete paving is key to the success of the Missouri/Kansas Chapter.
ESSENTIAL DUTIES & RESPONSIBILITIES include the following:
1. Travels as required to build and maintain professional relationships with key decision makers and technical staff from the following agencies, with priorities listed in descending order:
A) Departments of Transportation and Engineering officials.
B) Major metropolitan cities, counties, airports, and consulting firms.
C) Members and potential members.
D) Smaller cities, counties, airports, and consulting firms.
E) Parking lot owners (both public & private).
F) Other agencies/entities that present opportunities.
2. Coordinates workshops, seminars, annual and board meetings, and awards programs as directed by the Board of Directors. In addition, is responsible for maintaining chapter communications, including website updates, newsletters, and social media content.
3. Within the limits of the constitution, bylaws and policies, is responsible for, and has commensurate authority to, accomplish the duties as set forth below:
A) Ensures officers, directors and chapter members are kept fully informed on the conditions and operations of the Chapter and National ACPA on all important factors influencing them. Attends all meetings of the Chapter Board of Directors, general membership meetings, and other major committee meetings, as required.
B) Develops and recommends an annual budget in cooperation with the Finance Committee and Treasurer and administers the budget upon approval by the Board of Directors. Ensures all funds, physical assets, and other property of the Chapter are appropriately safeguarded and administered. Executes by-law provision with respect to the annual audit.
C) With appropriate input from the Chairman and the Board of Directors, develops a work plan and specific goals for each calendar year.
D) Oversees plans in conjunction with the membership committee for membership promotion and retention programs: evaluates results and recommends policies, procedures, and actions to achieve membership goals. Actively participates in the retention and acquisition of members and oversees the collection of their dues and assessments.
E) Responsible for maintaining a listing of state, federal, airport, and municipal officials and furnishing the same to National as per the National newsletter mailing/emailing policy.
F) Monitors market conditions and upcoming transportation projects within Missouri and Kansas to identify opportunities to promote concrete pavement.
G) Executes all decisions of the Chapter Board of Directors, Committees, and Councils.
4. Maintains good working relations with allied industry contacts, coordinating efforts, working with, and providing assistance when beneficial to the industry.
5. Supervises and directs chapter staff and contractors in alignment with Chapter goals and priorities.
SKILLS/QUALIFICATIONS REQUIRED
Ability to build relationships with public agencies, engineers, and industry stakeholders.
Licensed Professional Engineer (preferred but not required), 5 years of experience in highway/roadway construction or related industry knowledge of concrete and pavement construction materials; supervisory and budgeting experience; strong presentation and public speaking skills; proficiency with PowerPoint and other computer applications; personable; valid driver’s license.
EVALUATION
The Board of Directors will make an annual performance evaluation, with changes in duties and/or responsibilities. The Chapter Board of Directors will make an annual salary evaluation.
