Starting Salary Range: $71,738 - $89,662
The Training & Content Specialist plays a key role in designing, developing and delivering learning content, training resources and HR collateral that supports employee growth, organizational effectiveness and a strong True North culture. This role also manages content within the employee newsletter, the learning management system (LMS) and the HR Assist site.
Examples Of Work To Be Performed
- Develop learning programs and resources that support citywide initiatives, employee and leadership development, and the organization’s True North culture.
- Create engaging learning materials for instructor-led and virtual training, along with presentations, guides, toolkits and leader resources.
- Collaborate with subject matter experts (SMEs) to ensure accuracy and relevance of the training material.
- Using storytelling and visual design to keep learners engaged.
- Ensure mandatory training, certifications, and development programs remain current and align with applicable laws, regulations, and the city’s core values and employer brand.
- Stay current on industry trends and best practices in learning and development and suggest tools or approaches that enhance training effectiveness and employee engagement.

Required Knowledge, Skills And Abilities
- Knowledge of learning theories, instructional design, storytelling and visual communication.
- Ability to use digital tools and graphic design or video editing tools (e.g. Canva, Adobe Creative Suite, Articulate Storyline, Captivate, etc).
- Strong ability to break down complex topics into clear, concise and engaging content.
- Strong organizational and time management skills with the ability to manage multiple priorities and deadlines.
- Strong interpersonal skills and the ability to work independently, use good judgment, and make decisions within scope of responsibility.
Education, Training And Experience
- 3-5 years of experience in Human Resources, learning design, content development, or internal communications.
- Experience designing, delivering and facilitating training programs, and familiarity with LMS platforms and virtual training and design tools.
- Bachelor's degree in Human Resources, Instructional Design, Communications, or related field is preferred.
Working Conditions
- Ability to move throughout the building to access equipment and worksites as needed.
- Operate computers and other office equipment regularly.
- May remain stationary (sitting or standing) for extended periods.
- Ability to occasionally lift and carry training materials or equipment up to 25 lbs.
- Ability to travel between departments and other training locations within the city.
- Works in an office environment with moderate noise from equipment and conversations; must effectively communicate and exchange accurate information.
- Collaborate with team members in person and through virtual communication tools.
