Description / Position Overview
Public Communications Specialist II
The City of Colorado Springs is seeking a creative communicator who thrives on collaboration and wants to make an impact on employee engagement and organizational culture. The Public Communications Specialist II leads the City’s internal communications efforts by managing and expanding strategies that keep employees informed, connected, and engaged across departments.
This position develops and delivers communication programs, campaigns, and tools that elevate employee voices, strengthen alignment, and foster a cohesive workplace culture. The role works closely with departments to ensure messaging is clear, consistent, and reflective of organizational priorities.
In addition, the position supports the City’s digital presence by updating and maintaining department web content, ensuring information is accurate, accessible, and aligned with strategic communication goals and current digital best practices.

As a Public Communications Specialist II, You Will
- Lead internal communications strategy to inform, engage, and connect City employees.
- Develop, manage, and deliver internal communication programs, tools, and campaigns that support organizational culture and employee engagement.
- Produce clear and timely content for internal channels, including newsletters, intranet, email updates, and employee-focused initiatives.
- Elevate employee voices by coordinating storytelling, highlighting accomplishments, and supporting cross-department communication needs.
- Advise departments on effective internal communication practices and ensure consistency with City messaging.
- Maintain City’s website, ensuring content accuracy, clarity, accessibility, and alignment with strategic communication goals.
- Write and revise web content using digital best practices, plain language, and accessibility standards.
- Collaborate with departments to gather information, support content needs, and ensure a positive and user-centered online experience.

Knowledge Of
We are looking for candidates who demonstrate:
- Strategic communications planning, digital communications, marketing, and community relations, with a strong focus on internal communications.
- Digital tools including newsletter production/editing systems, website content management systems (CMS), and basic web standards and best practices.
Ability to:
- Communicate clearly and effectively, verbally and in writing, with strong skills in writing for the web and for diverse audiences.
- Engage stakeholders on emerging issues and work effectively in a fast-paced, politically sensitive environment.
- Build and maintain strong working relationships across departments and levels of the organization.
Minimum Qualifications

- Bachelor’s degree from an accredited college or university with major coursework in communications, journalism, marketing, or a related field
- Three years of full-time, professional experience in public relations, journalism, communications, digital content creation, or marketing experience
