WHAT WE DO
Since our founding nearly 40 years ago, the Regional Task Force on Homelessness (RTFH) has evolved from a task force created by the Mayor of San Diego into a robust nonprofit organization with a community of partners committed to preventing and ending homelessness. Serving as a homeless policy expert, RTFH is the lead coordinator for creating and implementing new models and best practices to address homelessness across the San Diego region.
RTFH also serves as the designated Continuum of Care (CoC) lead agency for the region, as designated by the U.S. Department of Housing and Urban Development (HUD). In this role, RTFH administers federally required activities such as the Homeless Management Information System (HMIS), Coordinated Entry System (CES), Point-In-Time (PIT) Count, serves as the CoC Collaborative Applicant, creates and oversees standards for best practices, and staffs the CoC Board, committees, and membership. The CoC work accounts for roughly 80% of the RTFH’s staffing and time throughout the year. With 32 staff members, RTFH operates under a $5M operating budget and plays a critical role in helping the San Diego region secure approximately $50M in federal, state, and local homelessness funding each year.
LEADERSHIP & CULTURE
The Senior Director of Marketing and Digital Strategy will report to CEO Tamera Kohler, a nationally recognized and respected leader on all issues related to homelessness. Since joining RTFH in 2015, Tamera’s leadership and passion for addressing homelessness through community partnerships have enabled RTFH to significantly expand its impact in the community. The two RTFH and CoC Boards of Directors, together with staff, are fully committed to RTFH’s mission to reduce and end homelessness in our region. The newly created role will contribute to our internal culture at RTFH, which is based on inclusivity and transparency, with a focus on the professional development and well-being of every team member.
COMPENSATION & BENEFITS
- Salary – $110,000 - $135,000 DOE/Neg.

LOCATION
This is a hybrid role with an office located at 4699 Murphy Canyon Road, Suite 106, San Diego, CA 92123.
POSITION SUMMARY
Reporting to the CEO, the Senior Director of Marketing & Digital Strategy is a newly created role, designed to lead RTFH’s public storytelling and communications strategy. This is a highly collaborative position that transforms complex data and program insights into high-impact digital content to help change the perception of homelessness across the region. Far more than a traditional communications lead, the Senior Director bridges the gap between regional strategy and human-centered narratives, ensuring all messaging is modern, engaging, and ethically grounded.
The Senior Director manages a team of two talented direct reports, including the Director of Government Relations, Policy and Communications, and the Digital Media & Content Coordinator, along with RTFH’s contractors. By aligning creative vision with consistent execution across the content pipeline, the Senior Director utilizes expertise in platforms like YouTube, TikTok, and Instagram to build scalable systems for production and distribution. DUTIES & RESPONSIBILITIES
Content Strategy & Video Production
- Lead end-to-end production of one high-quality, "YouTube-style" story video per month, connecting personal narratives with RTFH dashboard data in accessible ways.
- Direct the creation of short-form vertical content (Reels, Shorts, TikTok) derived from long-form stories to maximize reach.
- Develop and manage a monthly content calendar aligned with policy moments, data releases, and organizational campaigns.
- Own the full pipeline from ideation and scripting to filming, editing, and final distribution.
Digital Ecosystem & Audience Growth
- Draft clear, modern, platform-specific copy for social media, email, and the website, ensuring consistent brand voice.
- Produce a monthly email newsletter that integrates video content and data insights.
- Utilize modern content practices—including hooks, thumbnails, and retention strategies—to grow audiences across YouTube, TikTok, Instagram, and LinkedIn.
- Analyze performance metrics to refine distribution strategies and improve narrative effectiveness.
Collaborative Leadership & Team Management
- Manage and mentor the Digital Media & Content Coordinator and the Director of Government Relations, Policy and Communications, aligning their work with a unified creative vision.
- Coordinate closely with internal data analysts, program teams, and the external PR firm to source stories and verify information.
- Provide creative direction for major campaigns, annual reports, and urgent news responses.
- Serve as a supportive mentor, building staff confidence through clear guidance, templates, and feedback on communication tools.
Systems & Operations
- Create and maintain the workflows, timelines, and footage libraries necessary to move projects efficiently from concept to publication.
- Ensure consistent messaging across all departments and external-facing platforms.
- Manage basic website updates related to video and storytelling initiatives.
BACKGROUND PROFILE
- Senior Content Leadership: Demonstrated experience leading and executing end-to-end digital content strategies, from conceptualization to publication.
- Multimedia Video Expert: Master storyteller skilled in full-scale video production, including professional cinematography, lighting, audio, and advanced editing for long and short-form formats.
- Platform Specialist: Deep expertise in YouTube, TikTok, and Instagram, with a proven ability to optimize narrative structure, pacing, and audience engagement for modern digital culture.
- Strategic Marketing & Communications: Experienced in aligning content with broader marketing goals, including WordPress management, email marketing, and data-driven storytelling.
- Project & People Management: Highly organized leader capable of owning complex workflows, managing cross-functional projects, and mentoring staff with a patient, collaborative approach.
