Manager, Government & Veteran Programs
Position Summary
We are seeking a highly organized, goal-oriented Manager, Government & Veteran Programs to join our growing organization that helps health plan members live their healthiest lives.
In this role, you will support the VP of Government & Military Relations in executing strategies that advance business goals and strengthen BeneLynk’s position as a trusted partner in government program advocacy. You will assist in building and maintaining relationships with government and military stakeholders, including the U.S. Department of Veterans Affairs, Veteran Service Organizations (VSOs), state Departments of Military Affairs, and other federal, state, and local entities. The role also requires maintaining awareness of local, regional, and national policies and legislation affecting healthcare and managed care, while advising internal teams on how regulatory and policy developments may impact BeneLynk’s programs and services.
Working cross-functionally with Product, Technology, Operations, and Compliance teams, you will contribute to the development of internal policies, operational guidance, and program frameworks that align government requirements with BeneLynk’s advocacy platform. This includes supporting initiatives that integrate policy expertise, outreach operations, and technology solutions to identify and enroll eligible populations into government benefit programs, including Veteran-related services such as VA-funded home care, Veteran-Directed Care (VDC), and other programs designed to support aging-in-place and in-home care.
This role will also contribute to expanding BeneLynk’s ability to help Veterans and other eligible individuals access critical benefits that support independent living and in-home care. Additionally, the position will assist in building methodical processes that enable BeneLynk to effectively navigate government agency systems and maintain continuity across regulatory environments.
While the role includes operational responsibilities such as managing policies, procedures, surveys, questionnaires, and compliance-related screenings, it also provides opportunities to contribute strategically as BeneLynk continues to grow its Veteran-focused programs and government partnerships. KEY RESPONSIBILITIES (Enhanced + Streamlined + FI/FMS‑Specific)
- Lead and support the resolution of complex regulatory, operational, and policy issues impacting clients, including those involving Veteran‑Directed Care (VDC), Fiscal Intermediary (FI)/Fiscal Management Services (FMS), and self‑directed care programs.
- Maintain and deepen relationships with federal and state entities, including the U.S. Department of Veterans Affairs, Aging & Disability Network Agencies (ADNAs), Area Agencies on Aging (AAAs), the Centers for Medicare & Medicaid Services (CMS), branches of the U.S. military, Veteran Services Organizations (VSOs), and state Departments of Military Affairs
- Conduct veteran‑related policy research and develop internal policies, SOPs, and operational guidance relating to self‑directed care models, employer‑authority requirements, participant‑directed budgets, and FI/FMS compliance standards.
- Monitor federal and state legislation and regulatory changes impacting Veterans, Medicare/Medicaid, VDC, and self‑directed programs, translating requirements into operational policy updates.
- Provide analysis, interpretation, and technical support to internal teams regarding Veteran‑related regulations, FI/FMS protocols, and any proposed changes to policy or procedures.
- Support VP of GMR in advocating for policy changes at the state and federal level, including modernization of self‑direction frameworks and expansion of Veteran‑centered care options.
- Provide guidance and technical support through collaborative and cross‑functional efforts with internal outreach, Training, Client Services Teams, Finance, HR, Sales, Product, Technology, Compliance, and Operations to ensure alignment between government requirements, FI/FMS service delivery models, and BeneLynk strategy.
- Manage and execute GMR policies, procedures, and required assessments (periodic surveys, questionnaires, internal screenings), ensuring alignment with Veteran FMS program requirements.
- Document and regularly update state-specific policies, procedures, and legislation impacting program implementation and compliance.
- Ensure corporate initiatives and new program launches—including those related to VDC and self‑direction—are implemented to achieve optimal impact.
- Advise senior management in long‑range planning for programs connected to government relations, Veteran services, FI/FMS operations, and federal partnership expansion.
- Provide technical direction to internal leadership and managers on matters involving Veteran program compliance, self‑direction protocols, and government engagement.
- Oversee and delegate logistics for GMR-related travel, meeting coordination, and documentation in support of the Vice President’s strategic government engagement agenda.
- Develop and deploy government relations strategies that elevate the company’s differentiation in Veteran-centered care, self‑directed service administration, and FI/FMS innovation.
- Expand the organization’s network of senior government, military, and Veteran‑service stakeholders to support business growth and mission alignment.
- Maintain ongoing liaison with stakeholder groups including VAMCs, Veterans Service Organizations (VSOs), ADNA/AAA partners, and governmental oversight bodies.
- Analyze internal and external data to identify trends affecting Veteran clients, Medicare/Medicaid beneficiaries, self‑directed participants, or company revenue; propose and implement process improvements.
- Perform other senior‑level duties as assigned to support government relations, Veteran program strategy, and FI/FMS program development.
QUALIFICATIONS (Enhanced + FI/FMS + Veteran Focus)
- Strong preference for Veterans and Military Spouses.
- Bachelor’s degree OR equivalent combination of education and experience demonstrating capability to fulfill full scope of responsibilities.
- Proven administrative background with experience designing, implementing, and managing policies, procedures, and compliance frameworks, ideally within healthcare, government programs, or FI/FMS.
- 5+ years of experience in government affairs, public policy, Veteran‑serving organizations, VA programs, or federal/state healthcare programs; experience with Veteran‑Directed Care (VDC), FI/FMS, or self‑directed support models strongly preferred.
- Demonstrated ability to build effective relationships with government and military officials, VAMCs, VSOs, AAAs/ADNAs, and other Veteran‑centric or government‑regulated partners.
- Experience with or knowledge of self‑directed care models, including participant‑directed budgets, employer‑authority employment models, and FI/FMS regulatory expectations.
- Ability to interpret, operationalize, and communicate complex regulatory and policy requirements, especially those affecting Veterans, Medicare/Medicaid, self‑direction, and healthcare service delivery.
- Skilled at setting priorities, managing multiple concurrent issues, and meeting deadlines in a fast‑paced, highly regulated environment.
- Strong analytical, strategic thinking, and problem‑solving capabilities, with the ability to translate policy shifts into actionable internal guidance.
- Excellent written and verbal communication skills with the ability to prepare policy briefs, regulatory summaries, and executive‑level recommendations.
