Overview
The Program Manager oversees frontline Life Coaches, ensuring fidelity to the Fellowship’s programmatic model, accountability in case planning, and measurable participant outcomes. This position strengthens program infrastructure, enhances service coordination, and ensures that individualized case management plans translate into meaningful engagement, milestone progression, and access to behavioral health, employment, education, and restorative supports.
Working closely with City leadership and partner organizations, the Program Manager supports Indy Peace programming, staffing alignment, and day-to-day implementation. The role ensures that Life Coaching services are strategically coordinated, data-informed, and delivered with consistency, equity, and measurable impact across the violence reduction ecosystem.

Position Responsibilities
- Supervise and support Life Coaches within the Indy Peace program.
- Ensure structed, goal-driven case management aligned with the Indy Peace Fellowship model.
- Monitor participant engagement, milestone progression, service referrals, and documentation standards.
- Strengthen referral pathways to employment, behavioral health, education, and restorative services.
- Oversee data tracking, performance metrics, and program fidelity.
- Translate the City’s GVRS plan into operational practice.
- Align frontline field work with the broader GVRS framework.
- Utilize data and field intelligence to inform intervention priorities to the Outreach Workers and Violence Interrupters.
- Support collaboration between Life Coaches, Outreach Workers, and Violence Interrupters.
- Provide Coaching, accountability, and trauma-informed supervision to staff.
- Foster cross-sector partnerships and ecosystem development.
- Promote continuous quality improvement and equitable service delivery practices.

Qualifications
Bachelor’s Degree required with at least 3-4 years in gun violence intervention (GVI) related work. Confident, articulate, and professional speaking abilities and experience is also required. Military experience and/or law enforcement preferred. Vast knowledge of violence reduction strategies, models and best practices. Must have research, analytical and critical thinking skills, including sound judgment and decision-making skills and skills to correctly identify real and potential problems, advise management as required, and propose effective strategic resolutions. Excellent presentation and negotiation skills. Knowledge of the dynamics of the city’s violence problem. Willing to navigate in challenging neighborhoods and interact with people within those neighborhoods. Administrative and organizational skills for data entry and writing case notes. Must have effective communication skills including strong writing skills. Must be able to compose newsletter articles, flyers and press releases. This requirement assumes proficiency in the use of appropriate computer software. Expert skill in communicating persuasively with diverse audiences ranging from policy- makers and corporate managers to grass roots community residents. Demonstrated ability to establish and maintain effective working relationships with a wide range of stakeholders and constituencies. Valid driver’s license and reliable transportation required. Excellent written and verbal communication skills, Interpersonal communications, tact and diplomatic acumen to effectively represent the City of Indianapolis. Ability to work independently and to foresee, identify, design and/or recommend solutions to needs, issues, and/or problems in the position's areas of responsibility and manage multiple tasks and set priorities. Skilled in project management, including meeting deadlines and completing tasks on time, as requested. Knowledge of computer/software technology. Must demonstrate the ability to coordinate multiple tasks and set priorities.
Demonstrative knowledge of Marion County criminal justice system, as well as knowledge of and experience in research and data analysis .
Working Conditions
Work will be conducted within an office setting and in constant changing environments requiring work in all kinds of circumstances and conditions. Evening hour availability may be required, as needed, to attend community events. This position requires significant travel within Marion County. The Chief Violence Reduction Officer will spend time in neighborhoods that experience gun violence and high crime.
They will spend time before, during, and after crime scenes to connect with potential victims and perpetrators of the retaliation of gun violence. The Chief Violence Reduction Officer will oversee the response to “hot spot” areas in the immediate aftermath of violent incidents or manage its members to go to the scenes but will maintain communication with their team and IMPD. The Chief Violence Reduction Officer operates out of an office in the City-County building for part of their day but will spend a greater portion of his or her time in the field .
