A NC community college is seeking an HR Director. The Director will provide leadership and supervision to professional/technical staff in delivering a responsive, collaborative, and service-focused human resources and talent strategy that advances the College’s strategic goals and priorities. The HRTM Director will ensure that HR services are accessible, supportive, and solution-oriented while also identifying and proactively responding to workforce trends that shape the College’s culture.
Minimum Qualifications
- Bachelor’s degree in human resources management, organizational management, psychology, sociology, business, public administration, or related field with human resources certification or concentration is required; with an equivalent combination of training and experience.
- Four years in human resources with a minimum of two years of supervisory experience or demonstrated effectiveness in leading and managing a team or work group.
- Experience with legal requirements, including but not limited to ADA, FLSA, FMLA, E-verify, and EEO laws
- Ability to build and advise on strategic initiatives for the university
- Previous experience advising supervisors on conducting preformance reviews
Preferred Qualifications:
- Master’s degree in human resources management, organizational management, psychology, sociology, business, public administration, or related field with human resources certification or concentration is required
- Community College or State Government HR experience.

- Develop a proactive talent acquisition program and hiring plan that utilizes innovative strategies to identify, attract, and retain experienced employees to fill positions;
- Provide supervision of recruitment, employment, compensation, and temporary staffing;
- Develop, communicate, and implement the College’s human resources-related processes, procedures, and policies that are mission-focused, clear, accessible, and user-friendly;
- Oversee the full life cycle of recruitment (i.e., preparing, sourcing, screening, selecting, hiring, and onboarding) to recruit the best talent for the College and deliver an exceptional experience for the candidate and hiring manager;
- Manage applicant tracking system with a focus on transparency, efficiency, and responsiveness in the hiring process;
- Maintain and strengthen effective programs for retention, promotion, and succession planning;
- Collaborate proactively with the Director, Organizational Development and Learning to develop College-wide training for leadership and employee development;
- Ensure all employees have been informed of HR policies and procedures, and consult on how to apply them;
- Implement a performance review and evaluation system that encourages growth, accountability, and succession readiness;
- Advise and coach supervisors in matters related to employee performance;
- Work with department staff to formulate and recommend human resources-related objectives in planning, budgeting, workflow, process development, and implementation to provide effective and consistent human resources services;
- Oversee and streamline employment, contract, resignation/retirement, separation, and off-boarding processes to ensure they are supportive and timely;
- Ensure maintenance of all Human Resources Department records, contracts, and materials as required for federal, state, and community college reporting, and ensuring utmost confidentiality in all facets of human resources administration;
- Maintain and adjust salary grades and bands within the compensation plan;
- Administer, review, and communicate college benefits packages;
- Ensure College compliance with legal requirements, including but not limited to ADA, FLSA, FMLA, E-verify, and EEO laws;
- Oversee and process foreign national I-9s for the college, ensuring work eligibility of prospective employees, and serve as the program administrator for E-verify;
- Represent the college at Employment Security hearings and responds to EEOC complaints in a timely manner
- Facilitate and assist with family and medical leave requests employee concerns and complaints, employee assistance program support, and short-term disability, family and medical leave requests;
- Prepares and responds to local, state, and federal reports and surveys, including IPEDS, the employee information reports, and College-generated reports (ie, Business Continuity, Service Area Review, etc);
- Oversee and carry out functions to ensure accurate information for internal and external communications (ie, employee directory, accreditation reporting, newsletter communications, etc.);
- Build strategic partnerships with leadership at the college to align HR initiatives with institutional goals and priorities;
- Advise the President and Cabinet about necessary changes to human resources management and talent strategy practices; and Carry out other duties as assigned by the President.
